SUBJECT:
Resolution ratifying the subminal of the budget detail worksheet for the Fiscal Year 2006
Metropolitan Medical Response System (MMRS) Grant Program to the San Bernardino County
Fire Department, Office of Emergency Services.
BACKGROUND:
The Depanment of Homeland Security has consolidated the administration of several grant
programs within one application package. The 2006 Metropolitan Medical Response System and
the 2006 Homeland Security Grant Program (also on today's agenda) are both under this
consolidation. The San Bernardino County Fire Department, Office of Emergency Services is
required to administer the grants. San Bernardino County will submit all surrounding local
jurisdictions budget detail worksheets to the Department of Homeland Security for approval.
On June 15, 2006, the San Bernardino County Fire Depanment, Office of Emergency Services
notified the City of San Bernardino Fire Department of the availability of the Metropolitan
Medical Response System (M1\1RS) funding from the Department of Homeland Security. The
entire amount of 5232,330 has been subgranted to the City of San Bernardino, as the authorized
.\1.\1RS City within the San Bernardino County operational area.
The City was requested to submit a budget detail worksheet (Anachment A) to the County by
June 23, 2006; therefore, the worksheet has been submined and we are requesting ratification of
the subminal. The budget detail worksheet requests funding for a command vehicle,
communication equipment, emergency medical equipment, self-contained breathing apparatus
equipment, hazardous materials equipment, and computer equipment.
For the past several years, the NL\i!RS program has provided funding and suppon to the City of
San Bernardino to develop plans, conduct training and exercises, and acquire pharmaceuticals
and equipment, in order to achieve and maintain the enhanced capability necessary to respond to
a mass casualty event. The MMRS program enhances our preparedness effons to respond to a
mass casualty event, epidemic/pandemic disease outbreak, large scale HAZMA T incident, or
natural disaster. The program has provided equipment and training necessary to respond during
the initial stages of an emergency when lifesaving and population protection are most effective.
FINANCIAL I:\'IPACT:
The City of San Bernardino will receive funding in the amount of 5232,330 from the FY 2006
'vl'vlRS grant. There is no match requirement associated with this grant, as it is 100% federally
funded. Payments for expenditures approved in the grant will be on a reimbursement basis.
Therefore, the City will request reimbursement for expenditures through the County subsequent
to expenditures.
