Resolution ratifying the submittal of the FY 2006 Homeland Security Grant Program and the
Emergency Operations Center budget detail worksheets to the San Bernardino County Fire
Department, Office of Emergency Services.
BACKGROL'I'ID:
The Department of Homeland Security has consolidated the administration of several grant
programs within one application package. The 2006 Homeland Security Grant Program and the
2006 Metropolitan Medical Response System Program (also on today's agenda) are both under
this consolidation. The San Bernardino County Fire Department, Office of Emergency Services
is required to administer the grants. San Bernardino County will submit all surrounding local
jurisdictions budget detail worksheets to the Department of Homeland Security for approval.
The Homeland Security Grant Program seeks to build on progress towards enhancing the
capabilities of state and local first responders by providing funding for emergency prevention,
preparedness, and response personnel to prevent, deter, respond to and recover from threats and
incidents of terrorism.
On June 15, 2006, the San Bernardino County Fire Department notified all local jurisdictions of
the availability of funds from the Department of Homeland Security for outfitting the city's
Emergency Operations Center and FY 2006 Homeland Security Grant Program. San Bernardino
County allocated funding to the 34 Fire Districts in the Operational Area on a per capita basis
(attachment A). As one of the operational areas, the Fire Department was required to submit the
budget detail worksheets (attachment B and C) by June 23, 2006; there were no exceptions.
On June 20, 2006, the Fire Department attended the Grants Ad Hoc Committee to request
authorization to submit the budget detail worksheets prior to Council's approval. The Grants Ad
Hoc Committee authorized that the Fire Department to proceed with submittal of the budget
detail worksheets and pursue the ratification of the grant.
The City's allocation is 55,000 for outfitting the Emergency Operations Center and 513,246 for
the FY 2006 Homeland Security Grant. Funding is to procure two (2) portable generators and
miscellaneous communication equipment.
FI~A~CIAL IMPACT:
The City of San Bernardino will receive funding in the amount of 518,246. There is no match
requirement associated with this grant and is 100% federally funded. Payments for expenditures
approved in the grant will be on a reimbursement basis. Therefore, the City will request
reimbursement for expenditures through the County subsequent to expenditure.

SECTION 1. The Mayor and Common Council hereby ratify the Fire Chiefs submittal of

the FY 2006 Homeland Security Grant Program budget detail worksheet in the amount of

$13,246 and the FY 2006 Emergency Operations Center budget detail worksheet in the amount of

$5,000 for the San Bernardino City Fire Department. A copy of the budget detail worksheets are

attached as Attachment B and Attachment C and incorporated herein by reference.
