JAX)}, -J .C;O Agenda Item No. J.~ 7/10/0& , CITY OF SAN BERNARDINO - REQUEST FOR COUNCIL ACTION Staff Report Subject: Resolution of the Mayor and Common Council of the City of San Bernardino authorizing the Finance Director or her designee to execute a Purchase Order in an amount not to exceed $450,377 to Micon Construction, Inc. for the purchase and installation of three (3) water playground systems located at Jerry Lewis Swim Center, Wildwood Park and Lytle Creek Park. Background: The Parks, Recreation and Community Services Department received funding from the County of San Bernardino for the purchase and installation of three (3) water playgrounds. This is an aquatic recreation system that provides combinations of interactive play with a fully automated support system. The sites are located at the Jerry Lewis Swim Center, Lytle Creek Park and Wildwood Park. The water playgrounds will replace the old wading pools. The wading pools needed costly repairs to the surfacing and drainage system to make them safe for public use. The wading pools also required staff to fill and drain the pools daily as well as supervise the usage by the public. To activate the system, individuals must push a button on a pole within the play area. The water playground system is controlled by a timer set for certain days and times of the week. The advantage of this type of system is that it does not require city staff. The system is low maintenance, vandal resistant and conserves water consumption. The Parks, Recreation and Community Services Department prepared the appropriate specifications and the Purchasing Division of the Finance Department published and furnished contract bid documents to vendors. Contract bid documents were advertised in The Sun Newspaper and the City Web page. Bids were publicly opened and declared on April 18, 2006. The following is a summary of bids received: Carson Services - Los Angeles, Ca $ 430,377.00 $ 466,953.33 Micon Construction - Placentia, CA. Malibu Pacific - Westlake Village, CA $ 489,999.00 The job walk was conducted on March 30, 2006. The companies listed above were the only vendors who attended the mandatory job walk. Financial Impact: Funding in the amount of $400,000 was received from the County of San Bernardino. The balance of $50,377 includes a $20,000 contingency which has been budgeted in the Park Construction Fund to be included in the FY06-07 CIP. The CIP is scheduled to go before the Mayor and Council for approval at the end of July. The Finance Director or her designee is hereby authorized to execute a purchase order to Micon Construction, Inc in an amount not to exceed $ 450,377, which includes a contingency amount of $20,000, but such award shall be effective only upon being fully executed by both parties for the purchase and installation of three (3) water playground 1" ,} systems located at Jerry Lewis Swim Center, Wildwood Park and Lytle Creek Park.
