Background: The California Beverage Container Recycling and Litter Reduction Act provides funding to local governments for specified beverage container recycling and litter reduction activities that encourage communities to recycle beverage containers. The Funding Request Form for Beverage Container Recycling and Litter Reduction Activities was submitted to the Special Grants Ad Hoc Committee on April 1 , 2003 and was recommended for approval. The grant will provide $53,511 for the implementation and promotion of beverage container and litter reduction activities within the City. Of this total request, $8,136 will be used to offset personnel costs within the Environmental Projects Division. The remaining $45,375 will be utilized to purchase materials necessary for program implementation and promotion of beverage container recycling activities. Specific projects during the funding period include expansion of beverage container recycling at California State University, San Bernardino, expansion of commercial commingled and multi-unit beverage container recycling, school education program, and public education campaign to promote beverage container recycling and litter reduction. The grant term is July 1, 2003 through June 30, 2004. Financial Impact: The funding amount is $53,511. There are no matching funds required by the City. RESOLUTION OF THE MAYOR AND COMMON COUNCIL OF THE CITY OF SAN BERNARDINO AUTHORIZING SUBMITTAL OF A FUNDING REQUEST FORM TO THE DEPARTMENT OF CONSERVATION, DIVISION OF RECYCLING FOR CALIFORNIA BEVERAGE CONTAINER RECYCLING AND LITTER REDUCTION ACTIVITIES. BE IT RESOLVED BY THE MAYOR AND COMMON COUNCIL OF THE CITY OF SAN BERNARDINO AS FOLLOWS: SECTION 1. That the people of the State of California have enacted the California Beverage Container Recycling and Litter Reduction Act that provides funds to cities and counties for beverage container recycling and litter cleanup activities: SECTION 2. That the California Department of Conservation, Division of Recycling has been delegated the responsibility for the administration of the program within the State, setting up necessary procedures for cities and counties or their designees under the program; SECTION 3. That per Section 14581 (a)(4)(E) of the California Beverage Container Recycling and Litter Reduction Act, the eligible participant must submit the Funding Request Form by the due date and time in order to be considered to receive funds from the Department of Conservation, Division of Recycling; SECTION 4. That the Mayor and Common Council of the City of San Bernardino authorizes the submittal of the Grant Application Form to the California Department of Conservation, Division of Recycling (attached hereto as Exhibit "A") The Mayor of the City of San Bernardino, or her designee, is hereby authorized to execute in the name of the City of San Bernardino all necessary forms hereto for the purposes of secunng payments and to implement and carry out the purposes specified In the Section 14581 (a)(4)(A) of the California Beverage Container Recycling and Litter Reduction Act and provide Information regarding this 25 program to the Division upon request. 26 27 SECTION 5. (Example: 1) By implementing beverage container recycling at all city parks, we hope to divert 10 percent more recyclable material from our landfill than last year.) 1) Increase in volume of beverage containers recycled. 2) Increased public awareness of beverage container recycling opportunities. Explain how effectiveness of the project/activities will be evaluated, including the data that will be collected and analyzed. (Example: We will track our volume monthly, by material type and measure our progress by comparing the totals to last year.) Program effectiveness will be measured with field monitoring of collection containers and pre/post tonnage reports. Consumer surveys will be conducted at public education events. 2000/2001 Evaluation: Briefly describe the measurable outcomes achieved after implementing funded ctivities in fiscal year 200012001. (Examples: 1) Change in volume of beverage containers recycled as measured by pre/post tonnage reports; 2) Change in beverage container recycling awareness as measured by pre/post consumer surveys.) The effectiveness of the stadium beverage container recycling program was estimated based on sales of bottled beverages: 75,000 total for aI/ events hosted at the stadIUm. Please note the volume of sales increase during the 2001 season was due to eight out of nine concession stands converting from fountain drinks to bottled beverage container sales. A significant increase in diversion occurred toward the end of the season when a local non-profit group volunteered to collect the containers at the end of each Friday night game. After five games the group reported col/ecting approximately 14,500 containers. Custodial staff reported a 90% recovery rate when utilizing volunteers to collect the containers. Attendees of public education outreach events either completed a surveyor were asked beverage container recycling trivia questions. Upon answering a question or completing a survey, the attendee was then given an incentive Item. A total of 300 incentives were distributed at three public education events.
