Staff Report
Subject:
A resolution authorizing an increase to the annual purchase order to Precision Cold
Planing Company to supply cold milling services for roadway pavement rehabilitation for
use by the Public Services Department.
Background:
As part of an overall emphasis on street repair and maintenance activities within the
current fiscal year, the Public Services Department Street Division, in conjunction with
Development Services, has developed a joint departmental strategy to rehabilitate
certain streets. On major street resurfacing efforts, the strategy utilizes Street Division
crews to perform street surface preparation, sweeping, placement, leveling, rolling,
traffic control, and hauling of recycling debris generated by the cold-milling process. All
project related signing, striping, and inspection is also performed in-house. However,
Precision Cold-Planing Company provides services of a cold-milling (grinding) process
in conjunction with City crews.
The following proposed locations designated for pavement maintenance are as follows:
Pepper Avenue between Mill Street and Foothill;
Little Mountain Avenue between 2yth Street and Kendall Drive;
Sierra Way between 30th Street and Ralston Avenue.
Paving repairs of various streets in the downtown area.
The existing purchase order No. 995643 with Precision Cold Planing is in the amount of
$24,900. The Department secured competitive quotes from three vendors of this
specialized service. These included Pavement Recycling Systems, Inc (Riverside, CA)
at $0.19 per square foot, I.A. Services Inc. Asphalt Grinding (Ventura, CA) at $0.185 per
square foot and Precision Cold Planing (Ontario, CA) at $0.163 per square foot; the low
bidder being Precision Cold Planing. There are no local vendors that were identified
that could provide this service. Pursuant to Municipal Code Section 3.04.010 B.3, the
Public Services Department is hereby requesting an increase of $15,400 to the annual
purchase order for Precision Cold Planing Company for a total amount not to exceed
$40,300.
Financial Impact:
Funds for this request are available in Account No. 126-369-5504-7345 Gas Tax funds.

RESOLUTION OF THE MAYOR AND COMMON COUNCIL OF THE CITY OF
SAN BERNARDINO AUTHORIZING AN INCREASE TO THE ANNUAL PURCHASE
ORDER TO PRECISION COLD PLANING COMPANY TO SUPPLY COLD MILLING
SERVICES FOR ROADWAY PAVEMENT REHABILITATION FOR USE BY THE
PUBLIC SERVICES DEPARTMENT.
BE IT RESOLVED BY THE MAYOR AND COMMON COUNCIL OF THE CITY
OF SAN BERNARDINO AS FOLLOWS:
SECTION 1. That Precision Cold Planing provides the cold-milling (grinding)
process for City street repairs; pursuant to this determination the Purchasing Manager
is hereby authorized to increase the Annual purchase order to Precision Cold Planing
by $15,400 for a total combined amount not-to-exceed $40,300.
SECTION 2. The Purchase Order shall reference this Resolution No. 2003-
and shall read, "Precision Cold Planing", for services of a cold-milling
(grinding) process for roadway pavement repairs - Increase Purchase Order
No. 995643, not-to-exceed $40,300" and/or shall incorporate the terms and conditions
of the Contract, which is on file in the City Clerk's Office.
SECTION 3. The authorization to execute the above referenced Purchase
Order is rescinded if not issued within sixty (60) days of the passage of this resolution.
