Description: Signing & Striping Materials Finance: Council Notes: ~~-#2.(X:.<3- <"1\ Agenda Item No. I ~ LJ /J-J 103 CITY OF SAN BERNARDINO - REQUEST FOR COUNCIL ACTION STAFF REPORT Subiect: Authorization to declare Mayfield A venue a "through highway" at its intersection with 33'" Street. Background: The Traffic Engineering Section received a request from the Arrowhead Neighborhood Association, via the Mayor's Office, to evaluate the intersection of Mayfield A venue and 33'" Street for a 2-way stop. Traffic Engineering Staff evaluated the request. This is an uncontrolled intersection in an entirely residential area. All the other intersections in the immediate vicinity are controlled by stop signs. No major visibility problems were observed at the intersection, however, there are some intermittent obstructions caused by trees. There are dips across the east and west legs of the intersection. Gouge marks were observed on the pavement, at the dips, indicating that motorists are having trouble negotiating them. There are no "Dip" warning signs. The dips can be driven comfortably at a speed of fifteen (15) m.p.h. The following are 24-hour traffic volumes taken near the intersection: . Mayfield A venue south of 34th Street: 273 . 33rd Street east of "D" Street : 255 Although traffic volumes are very low, staff recommends that the intersection be controlled by stop signs. Staff feels that this action will help alleviate the situation associated with the intermittent visibility obstruction and the obvious problem that motorists are having traversing the dips at this intersection. Additionally, this will make this intersection consistent with all the other intersections that are already controlled within this area. Even though the volumes are approximately equal, staff recommends that east and westbound traffic stop. Only by installing the stop signs for these directions will they also help mitigate the driving difficulties associated with the dips that are located across the east and the west legs. Declaring Mayfield Avenue a "through highway" at its intersection with 33'" Street will authorize staff to install stop signs on the east and westbound approaches as recommended. The Traffic Safety Committee evaluated this issue at their March 19, 2003 meeting. The Committee concurred with the recommendation of staff and therefore recommended that stop signs be installed on the east and westbound approaches to the intersection. Financial Impact: The estimated cost of $ 500.00 for installing the new stop signs will come from Account No. 001- 187-5111 (Signing and Striping Materials) Recommendation: Adopt Resolution.
