Vernon Avenue. BackJ;:round: The City has received complaints from residents of the referenced road segment relative to the on-street parking of semi-trucks in front of their homes and in the immediate area adjacent to their homes. The complainants claim that truck drivers frequently leave semi-trucks parked in this area creating several concerns, including: excessive noise, long term parking, drinking, blocked driveways and mailboxes. To resolve this situation, residents are requesting that the City prohibit truck parking within this area. Traffic Engineering Staff evaluated the complaints. This section of 4th Street is comprised mainly of homes and a city park on the north side, and the Burlington Northern and Santa Fe Intermodal Facility on the south side. There are also three other businesses located within this area as following: Anita's Mexican Food's Corp. Prieto's Automotive Shop, and B & T Auto Wrecking. Staff was able to confirm the resident's claims. Semi-trucks are frequently observed parked on this section of 4th Street. Apparently the trucks park in this area after/before loading/unloading at the Burlington Northern & Santa Fe Railway Intermodal Facility. However, they frequently stay overnight and on weekends creating the aforementioned concerns to the residents. To resolve this undesirable situation, the Traffic Engineering Section of the Development Services Department is proposing to implement a "No Parking of Vehicles Weighing Over 5 Tons" zone. This action should help resolve this situation while still allowing trucks to travel through this section of 4th Street. Additionally, trucks will still be allowed to stop within the restricted area, but only for the purpose of loading/unloading passengers or merchandise. Furthermore, this restriction will allow residents to continue parking their vehicles in front of their homes. Staff therefore recommends that the attached Resolution be approved authorizing the implementation of a "No Parking of Vehicles Weighing Over 5 Tons" Zone. Financial Impact: The estimated cost of $ 2,000.00 for installing the new "No Parking of Vehicles Weighing Over 5 Tons" signs will come from Account No. 001-187-5111 (Signing and Striping Materials) Recommendation: Adopt Resolution Amendment. 2 4th Street between Foothill Blvd./Sth St. and Mt.
