Background: The City requested and received $79,000 from the Congestion Mitigation and Air Quality Program (CMAQ) from SANBAG for a portion of the cost to modify the existing traffic signal at Kendall Drive and University Parkway. This project was approved in the FY 2002/03 Capital Improvement Program and consists of the modification of the traffic signals and highway safety lighting. The project has been designed and will be inspected by in-house staff. This project will involve the modification to the intersection to provide dual left-turns for three of the approaches and to convert the operation to a fully activated split-phase traffic signal. The signal is equipped with pedestrian signals and Type "B" ADA push buttons. The signal will be equipped for spread-spectrum radio interconnect for signal timing coordination. In addition, the access ramps and sidewalk landings at this location will be constructed and/or reconstructed to meet current AD A standards. Plan and specifications for this project are complete and it is ready to be awarded. The estimated project costs are as follows: Construction Cost $141,448.00 Contingencies $21,276.00 Desi~n, Inspection, and Contract Administration $21,276.00 Total $184,000.00 This project was advertised locally in the San Bernardino County Sun Newspaper, Construction Trend Newspaper, the City's web site, and with the San Bernardino Area Chamber of Commerce; the following companies responded: Name of Bidder City Amount of Bid New West Sienal Fontana $ 141,448.00 DBX Incorporated Temecula $170,000.00 Steiny and Company, Inc. Rancho Cucamonga $168,861.00 Engineer's Estimate $120,750.00 Financial Impact: Total project costs are estimated to be $184,000. $78,000 was included in the FY 2002-2003 CIP for the City's share of this project. The City recently requested and received $79,000 in federal CMAQ funding for this project. The remaining $27,000 needed will be transferred from Account No. 250-370-5504-7076 (various traffic system upgrades). RESOLUTION NO. 4 5 6 BE IT RESOLVED BY THE MAYOR AND COMMON COUNCIL OF THE CITY OF SAN BERNARDINO AS FOLLOWS: 7 SECTION 1. New West Signal is the lowest responsible bidder for traffic signal 8 9 modification at Kendall Drive and University Parkway, per Plan No. 10298. A contract is 10 awarded accordingly to said bidder in a total amount of $141,448.00, with a contingency 11 amount of $21,276.00, but such award shall be effective only upon being fully executed by 12 both parties. All other bids, therefore, are hereby rejected. The Mayor is hereby authorized 13 and directed to execute said contract on behalf of the City; a copy of the contract is on file in 14 15 the office of the City Clerk and incorporated herein by reference as fully as though set forth at 16 length. 17 SECTION 2. This contract and any amendment or modifications thereto shall not take 18 19 20 obligated hereunder until the time of such full execution. No oral agreements, amendments, 21 22 23 effect or become operative until fully signed and executed by the parties and no party shall be modifications or waivers are intended or authorized and shall not be implied from any act or course of conduct of any party. SECTION 3. This resolution is rescinded if the parties to the contract fail to execute it 24 25 26 27 28 within sixty (60) days of passage of the resolution.
