Synopsis of Previous Council Action:
June 4,2001 -Adopted MC-I098, Development Code Amendment 01-03,
which modified Chapter 19.06 adding text to allow drive-thru restaurants
in the CR-3 Land Use District.
Recommended motion:
Approve initiation of a Development Code Amendment modifYing Chapter 19.06 (Commercial Districts) of the
San Bernardino Municipal Code (Development Code) to permit drive-thru restaurants in certain areas of the CR-3
(Commercial Regional- - Tri-City/Club) Land Use District.

Initiation of a Development Code Amendment modifying Chapter
19.06 (Commercial Districts) of the San Bernardino Municipal
Code (Development Code) to permit drive-thru restaurants in
certain areas of the CR-3 (Commercial Regional- Tri-City/Club)
Land Use District.
The Mayor's Office and the Economic DevelopmentAgency have requested thatwe
ask the Council to initiate a Development Code Amendment to permit a Starbucks drive-
thru restaurant, subject to a conditional use permit, within the HUB Project, on the north
side of Harriman Place and west of Tippecanoe Avenue (see attached map) in the CR-3
(Commercial Regional -- Tri-City/Club) Land Use District.
Currently, the Development Code limits drive-thru restaurants in the CR-3 district
only to those areas south of 1-10 and those parcels abutting Tippecanoe Avenue between
Hospitality Lane and 1-10. This proposed Development Code Amendment will modify the
areas of CR-3 to allow not more than two drive-thru restaurants to be located within two
parcels and not more than 600 feet west of Tippecanoe Avenue and immediately north of
Harriman Place; and will also allow one drive-thru restaurant (In-N-Out Burger) on the
South-West corner of Tippecanoe Avenue and Harriman Place.
The Development Services Department and SBT Partners, LLC, the developer of
the HUB Project, support this request to initiate this Development Code Amendment.
