Synopsis of Previous Council Action:
September 15, 1997 - Resolution No. 97-282 approved authorizing the establishment of a "no
parking between the hours of 10:00 p.m. and 6:00 a.m." zone on Belle Street between 5th
Street and the end of Belle Street north of 5'h Street.

STAFF REPORT
Subiect:
Authorization to Establish a "No Parking Any Time" Zone on both sides of Belle Street from
5th Street northerly to the end, except for the section on the west side starting 400 feet and
ending 540 feet north of 5th Street.
Backl!:found:
The Police Department has received several complaints relative to illegal activities on Belle
Street north of 5th Street adjacent to Seccombe Lake Park. The adjacent businesses have
complained that motorists park in this area throughout the day, loitering and leaving trash
behind.
Traffic Engineering Staff and the Police Department evaluated the concern and confirmed the
complainants' claims. Additionally, on several occasions people were observed working on
their cars within this area.
To help resolve this situation, staff is proposing to install a "No Parking" zone within this
section of Belle Street. There is sufficient off-street parking in the area; consequently, the
proposed action will not adversely affect parking availability.
The section of Belle Street north of 5'h Street includes fourteen (14) striped, diagonal parking
spaces. The spaces are specifically located on the west side of Belle Street between four
hundred (400) feet north of 5'h Street and five hundred forty (540) feet north of 5th Street.
Staff recommends that the proposed parking prohibition exclude those fourteen (14) spaces
allowing park visitors to load/unload passengers and picnic items from this area. However, in
order to discourage long term parking at these spaces, staff proposes to limit the parking to 20
minutes
Financial Impact:
The estimated cost of $ 1,000.00 for installing the new "No Parking" signs will come from
Account No. 001-187-5111 (Signing and Striping Materials)
Recommendation:
Adopt Resolution.
