Staff Report
SUBJECT
A resolution of the Mayor and Common Council of the City of San Bernardino
authorizing submittal of an application for the Code Enforcement Grant Program.
BACKGROUND
The State Department of Housing and Community Development has issued a Notice of
Funding Availability (NOFA) for the Code Enforcement Grant Program, which was
funded by Proposition 46. This is a new program, which provides funds for capital
expenditures that complement a proposed or existing local code enforcement program.
The aim ofthe proposal is to make grant funds available to cities and counties for capital
expenditures that improve the effectiveness of and supplement existing local funding for
code enforcement programs related to housing code maintenance or compliance. The
maximum amount an agency can apply for is $300,000. The grant is restricted to one-
time expenditures for equipment and does not require a match by the local agency.
Staff is requesting authorization to move forward with the grant application even though
all equipment needs have not been identified, as the application and authorizing
resolution must be in by April 4, 2003. The Grants Committee considered this item on
March II, 2003, and is forwarding it to the Council with a recommendation for
authorization to proceed with the application. The grant application is being prepared and
will be finalized before the April 4, 2003 deadline. So far, we have identified three
equipment needs and their estimated costs.
Anti-graffiti and illegal dumping cameras
Purchase twenty-five specialty cameras (FlashCam- 530) to police illegal dumping and to
deter graffiti. These cameras work with motion detection, are bullet proof and issue
voice warnings that, "If you are conducting illegal activity, these pictures will be turned
over to the police department for prosecution." We have tested two ofthese cameras in
areas with a high concentration of illegal dumping and the dumping has greatly reduced
or completely stopped. Additionally, we plan to purchase twenty-five dummy cameras
that can be used to discourage illegal activity after the specialty cameras have been
removed. Total cost of this purchase is $78,081.
Laptop Computers
Code Enforcement Officers use laptop computers for both fieldwork and at their desks.
Existing laptops are close to four years old and some ofthe hard drives are beginning to
fail. In addition, we are converting to a new software program and to utilize all the
capabilities, it requITes additions to the current laptops that we do not want to make
considering their age and condition. The new system will allow wireless capabilities and
real time communication in the field. In addition, the proposed laptops are tough books,
have touch screens for better efficiency, and have wireless capabilities. We are
requesting funding for twenty-one laptops and wireless hardware for each at a cost of
$79,605.
Handv Talkies
Two years ago, Code Compliance received funding through the State Housing and
Community Development Grant. As part of that grant, we purchased eighteen handy
talkies. These radios have channels for police, fire, public services, animal control and a
channel just for Code Compliance. We will include in the grant application a request for
six additional handy talkies, which will provide a radio for every officer and supervisor
and two base units. These are approximately $1,500 each, about $9,000 for six.
The total cost of these three items is about $166,000. In addition to these grant requests,
staff is also researching mobile offices/community outreach vehicles, vehicle mounting
brackets for laptops and portable printers which would allow officers to have an office in
their car. The final application is expected to be close to the $300,000 maximum.
FINANCIAL IMPACT
This grant does not require a match so there is no impact on the general fund.

BE IT RESOLVED BY THE MAYOR AND COMMON COUNCIL OF THE CITY
OF SAN BERNARDINO AS FOLLOWS
SECTION 1. The City of San Bernardino (hereinafter referred to as "City") is a public
entity established under the laws of California and empowered to enter into an agreement to
receive State funds to promote code enforcement efforts.
SECTlON 2. The City wishes to apply for and receive an allocation of funds through
the Code Enforcement Grant Program.

(hereinafter referred to as the "State") has issued a Notice of Funding Availability (NOF A) for
the Code Enforcement Grant Program established by SB 1227 Burton (Chapter 26 of the
Statutes of 2002) Health and Safety Code section 53533 a (6). Pursuant to the statute, HCD is
authorized to approve funding allocations for the program, subject to the terms and conditions
of the NOF A and program application forms.
SECTION 4. The City shall submit to HCD an application to participate in the Code
Enforcement Grant Program in response to the NOFA issued February 14, 2003 which will
request a funding allocation in an amount not to exceed $300,000 for the purchase of capital
assets identified in the application to be used in the City of San Bernardino. The application
also commits the applicant to use, support, and maintain the capital assets acquired with the
grant funds for at lease three years.

SECTION 5. If the application for funding is approved, the City hereby agrees to use the
2 funds for eligible capital asset(s) in the manner presented in the application as approved by HCD and
3 in accordance with the NOFA and application package. It may also execute any and all instruments
4 required by HCD for participation in the Code Enforcement Grant Program.
5 SECTION 6. Mayor Judith Valles is authorized to execute in the name of the City, an
6 Agreement, and other documents necessary or required by for participation in the Code Enforcement
7 Grant Program, subject to the approval of the Common Council.
