Description: Signing & Striping Materials Finance: Council Notes: \2-b--<j:>'~2C:P,:s- b \ Agenda Item No. 10 3/3/03 CITY OF SAN BERNARDINO - REQUEST FOR COUNCIL ACTION STAFF REPORT Subject: Authorization to install stop signs on Clyde Street, Glenview Street, Flores Street, Massaro Lane, Hancock Street, and Cabrera A venue, all on their respective approaches to 16'h Street. Back2round: Tract No. 13822 is currently under construction on the northeast corner of California Street and 16th Street. The developer has installed stop signs on both Clyde and Glenview Street's southbound approaches to 16th Street. In order for the stop signs to remain, 16th Street must be declared a "through highway" within this area. Traffic Engineering Staff evaluated this issue. 16th Street, between California Street and Waterman Avenue, is classified as a Secondary Arterial in the City's General Plan and it carries approximately 3,500 vehicles per day. Based on these facts, staff recommends that 16th Street be declared a through highway, thereby allowing the installation of stop signs on all intersecting minor streets. This includes existing intersections, currently in the City's system, which are currently uncontrolled. Six such intersections were identified as part of the evaluation including the northbound approaches at Clyde Street, Glenview Street, Flores Street, Massaro Lane, Hancock Street, and Cabrera A venue; and the southbound approaches at Clyde Street, Glenview Street and Flores Street. Since 16'h Street is classified as a Secondary Arterial in the City's General Plan, and carries a relatively significant volume of traffic (approximately 3,500 vehicles per day), it is recommended that stop signs be installed on the following street approaches to 16th Street: Clyde Street, Glenview Street, Flores Street, Massaro Lane, Hancock Street, and Cabrera Avenue. Other than the above referenced uncontrolled intersections, all other minor street approaches to 16th Street, between California Street and Crestview A venue are already controlled by stop signs. These include several 4-way stops. Some of these stop signs were approved under Resolution No. 2482, the rest were approved under previous amendments to Resolution No. 655. For consistency, it is recommended that all of these regulations be included in Resolution No. 655. The attached Resolution reflects this recommendation. Financial Impact: The estimated cost of $1,200.00 for installing the new stop signs will come from Account No. 001-187-5111 (Signing and Striping Materials).
