7/15/02 Allocation of $430,000 in the 2002/03 Capital Improvement Program (CIP) for
Miscellaneous Economic Development Projects (Account No. 126-369-5504-7345) & "E"
Street Landscape Median from 2'd Street to 4'h Street (Account No. 135-378-5504-7322).
12/16/02 Resolution awarding contract to International Pavement Solutions, Inc. was
continued to the Budget workshop on January 27, 2003.
1/27/03 Resolution awarding contract to International Pavement Solutions, Inc. was continued
to February 18,2003 Council Meeting.
Recommended Motion:
That the Mayor and Common Council reject all bids for the Landscape Median on "E" Street

Reject all bids for the Landscape Median on "E" Street from 2nd Street to 4th Street, per Plan
No. 10454.

This project, for the Landscape Median on "E" Street from 2nd Street to 4 tit Street, per Plan
No. 10454, was advertised locally and bids were received on December 9, 2002. The
following companies submitted bids:

Zondiros- Penisula Landscaoini:! Torrance $ 686,455.00
Hillcrest Contracting, Inc. Corona $ 796,982.80
Terra-Cal Construction, Inc. Baldwin Park $ 809,024.50
Engineers Estimate $ 409,355.00
Due to the state budget crisis, staff is recommending that the Council reject all bids at this
time. Staff will develop alternatives for the project, including reducing the scope through
phasing, or excluding certain elements of the design for consideration by the Council in the
future.
Financial Impact:
None.
Recommendation:
That the Mayor and Common Council reject all bids for "E" Street from 2nd Street to 4th Street
per Plan No. 10454 and direct staff to rebid the project as described in the Staff Report.
