Penman DATE: January 17, 2003 AGENDA ITEM NO. 53: Roles of Elected Officials pursuant to City Charter, State and case law San Bernardino has a strong mayor/council form of government. The Mayor is the Executive branch of City Government and the Council is the Legislative branch. From time to time, questions have arisen as to the extent of limits of the role of the Mayor, Council Members, etc. During this discussion, we will cover the legal answers to some of the most commonly asked questions and provide legal suggestions as to how you can avoid some of the pitfalls encountered by mayors and council members in prior years.
