Safety Improvements-Citywide Fund) to Account No. 129-367-5504-7225 (Retrofit of Five-level Parking Structure) and amend the budget accordingly; authorized the Economic Development Agency expenditure of $1,489,100 to cover, in part, the cost of construction, inspection, and plan checking for seismic retrofit of Agency's five-level parking structure. Backt!round: Bids for seismic retrofit and repair of City's five-level parking structure, per Plan No. I0304-A were received on May 28, 2002, and a contract in the amount of $1,146,000.00 was awarded to the lowest bidder, Fibrwrap Corporation, on August 5, 2002. While preparing the expansion joint on level 2 between grid A and grid B (westerly bay) for replacement as required by the plans, the Contractor found a crack approximately 8 feet long paralleling the joint. The crack appears to be the result of deterioration from age and water intrusion into the concrete together with the effect of repetitive traffic loading. The structure has been in service for approximately 28 years. Staff reviewed the crack with representatives of the project Structural Engineering firm, T. Y. Lin International, and concluded that the crack can be repaired with epoxy; however, in order to make the slab structurally safe for traffic, it will be necessary to install an additional steel bent plate support below the slab. Steel bent plate supports were initially deemed to be required only under the slab at the joints on levels 3, 4 and 5 during design. Based on examination of plans of the existing structure, the consultant Structural Engineers concluded that the steel bent support was not needed on level 2 because the existing joint gap appeared to meet seismic separation requirements. However, field inspection clearly confirmed the need for the steel bent plate support under level 2 as well. The Contractor has submitted a cost proposal in the amount of $459.23 to perform an epoxy repair ofthe 8 foot long crack in the slab on level 2. The Contractor has also submitted a proposal to supply and install the additional steel bent plate supports under the slab of level 2. The cost of the work is $27,858.70 for a total change order amount of $28,317.93. We feel the costs submitted by the Contractor are reasonable for the proposed work. Copies of the Contractor's proposals are attached to the attached Change Order No. One. The details of this change order are described in the attached Change Order No. One. Financial Impact: Total funding needs for this project in the amount of $1,800,000.00 were allocated from various City and EDA funding sources by actions of the Mayor and Common and the Community Development Commission at the regular meeting of August 5, 2002. Sufficient funds are available to cover the cost of this change order in the $110,000.00 contingency account which was authorized by the Mayor and Common Council as part ofthe contract award. The changes to the work contemplated by this Change Order do not exceed 25 % of the original contract amount. Under the provisions of Section 3-2.2.3 "Agreed Prices" of the Standard Specifications, where modifications are made to items not covered by Contract unit prices, payment for the changes may be determined by agreement between the contractor and Agency. We feel the quoted price for this work is fair and reasonable.
