BACKGROUND OTS distributes federal funding apportioned to California under the National Highway Safety Act and the Transportation Equity Act for the 21" Century. Grant funding is awarded on a competitive basis to state and local political subdivisions of the state. OTS grants are designed to address traffic safety priority areas that include program areas established under the act. Grants may be for assistance in mitigating traffic safety program deficiencies, expansion of an ongoing activity, or development of a new program. OTS grants are designed to address established program areas such as: . Alcohol and other drugs; . Police traffic services; . Emergency medical services; . Traffic records and roadway safety; . Occupant protection . Pedestrian and bicycle safety. The Fire Department is requesting authorization to submit a grant application, also referred to as a concept paper, in the area of emergency medical services-transportation related emergencies (Attachment A). If the grant is awarded, funds are intended to improve the level of service that we provide through the purchase of advanced technology equipment and provide safety presentations to local high school students in the San Bernardino School District relevant to traffic safety. The procurement of safety equipment (pneumatic vehicle stabilization system, advanced hydraulic rescue system, advanced technical rescue equipment, victim access, extrication, and immobilization equipment) will increase the safety of all victims, emergency responders, and improve the survivability of involved victims. OTS grant funding is based on the federal fiscal year, which begins on October 1, 2003 and ends on September 2004. FINANCIAL IMPACT This grant requires no matching funds from the City. OTS will reimburse the city through a standard invoicing process. There will be no net impact to the City's General Fund. RECOMMENDATION Adopt resolution. 1 RESOLUTION NO. The city has also experienced considerable growth in commercial, manufacturing, and distribution industries which has greatly increased the amount of commercial vehicle traffic within the city. This recent change has placed a severe burden on the San Bernardino City Fire Department resources. PROBLEM STATEMENT: The City of San Bernardino is home to a resident population of more than 186,000 and covers an extremely diverse service area of 64 square miles. In addition to being the county seat, San Bernardino is the largest and most populated city in the county. The City of San Bernardino has four major interstate freeways totaling more than 20 miles. Interstate-I 0, Interstate-210, Interstate-215, and Interstate-259 are all major transportation corridors located within the city limits. Additionally, California Route-I 8 and Route-330 originate within the city. The City of San Bernardino also maintains more than 614 miles of city streets. The City of San Bernardino has recently undergone many changes that increase the potential for transportation- related emergencies such as: o A significant increase in commercial vehicle traffic as a result of increased commerce and the development of new retail distribution facilities. o A new high-speed commuter rail service that traverses downtown numerous times each day. o An international airport that is currently undergoing development to become a massive distribution facility. o One of the largest railway inter-modal facilities in the country. o A new automobile distribution facility that serves as a hub for all new vehicles being transported to the western states. o A new freeway nearing completion that will complete the 1-21 0 and greatly increase the driver daily vehicular miles traveled of San Bernardino. Each of the above factors represents unique challenges to our fire department and has increased the volume of service calls. Our statistics show that there has been a significant increase of service calls relating to traffic collisions in the past two years. San Bernardino City Fire Department - Calls for Service Collision Type Number Responded July I, 1999 - June 30, 2000 2.760 July I, 2000 - June 30, 2001 2,757 July 1,2001- June 30,2002 3,229 3 PROBLEM SOLUTION: The overall impact of the population growth, change in volume and type of routine traffic, new and diverse traffic hazards, and a consistent increase in annual traffic emergencies has forced our organization to re-evaluate our current level of service. We strongly believe that we will be able to provide a much safer, efficient, and effective rescue service to our community and all surrounding areas as part of the "Safety Enhancement Project." Phase I: October 1, 2003 through December 31, 2003 Procurement of all grant-funded safety enhancement equipment. Phase II: January I, 2004 through March 31, 2004 Provide all necessary training to departmental personnel. Coordinate with all surrounding fire departments to demonstrate new response capabilities and develop new mutual aid contacts for this specialized rescue equipment. All acquired equipment will be available for service by March 31, 2004. Phase III: April 1, 2004 through June 30, 2004 Conduct a series of safety presentations utilizing newly acquired rescue equipment at all local high schools including information relating to: DUI, seatbelts, and traffic related safety issues. Phase IV: July 1,2004 through September 30, 2004 Coordinate an "Auto Extrication" Seminar. This seminar shall be an intensive hands-on instructional course in the most up-to-date auto extrication tools and techniques. This course shall be open to all surrounding fire departments and students shall receive an "Auto Extrication" certificate from the California State Fire Marshal, Office of State Fire Training. Phase V: Throughout the grant Continually evaluate the statistical data relating to the project goals and objectives. Identify areas that require additional training and compile all pertinent information related to grant funded equipment for a year-end report to be submitted to OTS. PERFORMANCE MEASURES: Goals L To decrease 25% of the amount of time required to safely access, extricate, and stabilize victims involved in transportation related emergencies by September 30, 2004. 2. To reduce 10% of the response time for apparatus equipped with advanced technology rescue equipment by March 31, 2004. Obiectives 1. CONTRACTUAL SERVICES: 5 N/A NON-EXPENDABLE PROPERTY: Pneumatic Vehicle Stabilization System - This newly developed tool allows fire personnel to secure a vehicle that is overturned or resting on its side. This is a common situation that creates a tremendous safety hazard for all personnel and delays the ability of the rescuers to rapidly extricate and care for the victim(s). This system will allow rescue personnel to instantly mitigate any hazard associated with an unsupported vehicle and tremendously improve the efficiency of emergency rescue operations. Advanced Hydraulic Rescue System - This equipment will complement our existing hydraulic rescue tools. We are currently ill equipped to perform any type of rescue in remote areas and/or areas having limited access. This situation is often encountered when vehicles exit the roadway as a result of a traffic accident and come to rest in ravines, freeway embankments, flood control channels, or at a great distance from rescuers and equipment. This advanced system will provide rescuers with compact and portable versions of tools that will help to decrease extrication time and improve victim survivability. Low-Pressure Air Bag Rescue System - The low-pressure air bag emergency lifting device has become an indispensable piece of extrication equipment in recent years. This system provides tremendous rescue capabilities to rescuers when more commonly used tools and equipment have been unsuccessful. The low- pressure air bag system has been used successfully at several significant traffic accidents in the Inland Empire in the past 3 years. Unfortunately, there is currently only one fire department in the Inland Empire that has this equipment, and all other emergency responders are dependent upon the availability of a privately owned tow truck company for this life-saving tool. This urgently needed rescue system will drastically enhance our rescue capabilities and the overall safety of rescuers and victims. Advanced Technical Rescue Equipment - This purchase of advanced technical rescue equipment will serve to supplement our existing cache of rope rescue equipment. Much of our existing equipment is in need of replacement as a result of frequent usage, recurrent training, and age. This equipment will provide a minimum amount of equipment required to be carried on additional emergency apparatus to enhance our emergency response capabilities to all transportation emergencies. It will also better enable our rescuers to perform more advanced technical rescues of victims from areas that are time consuming and difficult to access. This essential equipment will greatly improve the efficiency of emergency rescue operations and improve victim survivability. Emergency Scene Lighting - This equipment shall help to improve the overall safety of every transportation related emergency. Our ability to rapidly provide emergency light sources at accident scenes is a continual challenge. The location of such emergencies is typically in areas that make it extremely difficult to utilize our existing lighting equipment. This purchase shall include portable light sources and power units that will ensure portable lighting is readily available when required. Victim Access, Extrication, and Immobilization Equipment - This equipment is necessary to enhance our current methods of victim access, victim removal, stabilization, and immobilization of victims involved in any type of transportation accident. This equipment includes such items as: cordless tools, cutting tools, cribbing materials, chain sets, and the latest technology in patient packaging devices. This vital equipment shall greatly reduce the time required to gain access to victims and allow for the best possible emergency medical treatment to be provided at the emergency scene.
