Backl!round: The Police and Development Services Departments have received complaints from motorists and adjacent businesses relative to semi-trailer parking on 21 5t Street between Muscupiabe Drive and Lincoln Drive. The complainants claim that the trucks are creating a nuisance to adjacent businesses and motorists. Motorists are having trouble exiting the driveways ofthe businesses as parked trucks obstruct the view of on-coming traffic. Traffic Engineering Staff evaluated the complaints and confirmed the concerns. Trucks are frequently observed parking on this section of 215t Street creating visibility obstructions to motorists attempting to enter 21" Street from the driveways of the local businesses which front this area, including Home Depot, a couple of automotive shops, a fast food restaurant and a market. All of these businesses provide sufficient off-street parking for their employees and patrons. These businesses were contacted relative to staffs proposal to eliminate on-street parking within this area and concurred with this recommendation. Staff therefore recommends that parking be prohibited on both sides of 21st Street between Muscupiabe Drive and Lincoln Drive. Financial Impact: The estimated cost of $ 1,200.00 for installing the new "No Parking" signs will come from Account No. 001-187-5111 (Signing and Striping Materials) Recommendation: Adopt Resolution. RESOLUTION NO. 1 RESOLUTION OF THE CITY OF SAN BERNARDINO AMENDING RESOLUTION 2 NO. 3985 ENTITLED, IN PART, "A RESOLUTION...PROHIBITING PARKING UPON 3 CERTAIN DESIGNATED STREETS, ALLEYS, OR PORTIONS THEREOF..... TO ESTABLISH A NO PARKING ANY TIME ZONE ON BOTH SIDES OF TWENTY- 4 FIRST STREET BETWEEN MUSCUPIABE DRIVE AND LINCOLN DRIVE. 5 BE IT RESOLVED BY THE MAYOR AND COMMON COUNCIL OF THE CITY OF SAN 6 BERNARDINO AS FOLLOWS: 7 SECTION 1: Resolution No. 3985, which prohibits parking upon certain 8 designated streets or portions thereof, Section One, Subsection (31.1) TWENTY-FIRST 9 STREET, is amended to read as follows: 10 11 12 13 14 15 16 17 II 18 II 19 20 21 22 23 24 25 26 27 28 "(31.1) TWENTY-FIRST STREET (A) North side, between Herrington Avenue and the ramp connection to Highland Avenue. (B) South side, west from Mt. Vernon Avenue 75 feet. (C) North side, east from Mt. Vernon Avenue 70 feet. (D) Between Muscupiabe Drive and Lincoln Drive. (E) Between the east line of Valencia Avenue and a point 150 feet east, applicable to the north side only."
