Description) Finance: Council Notes: Agenda Item No. 31 , J J , J OCo CITY OF SAN BERNARDINO - REQUEST FOR COUNCIL ACTION Staff Report Subiect: Salary increases for Aquatic positions in the Recreation Division of the Parks and Recreation Department. Backl!found: The Parks and Recreation Department provides recreational swimming, swim lessons, and private pool parties to the community from Memorial weekend through Labor Day weekend. The average annual number of participants utilizing pool services is 43,000, generating revenues up to $75,000 annually. The aquatic division depends greatly on high school and college age students to run the summer pool program. The department has been fortunate to have an Aquatic Supervisor who motivates his employees to stay with the City increasing the average age of the aquatic staff and retaining long-term employees. However, each year this challenge becomes greater and more long-term employees are moving on. Their prospective replacements are being hired by surrounding agencies because of the city's lower pay scale. The last pay increase for aquatic staff members was completed in 2001. In an effort to attract qualified applicants the department is requesting a pay increase. The wage increase will improve employee retention, lowering the costs associated with high turnover and re-training. In addition it will reduce service interruption due to pool closures or reduction in hours of operation due to lack of certified lifesaving staff. A survey (attached) was completed using the surrounding areas as comparable agencies. Due to the shortage of applicants the department is proposing an hourly rate that is slightly higher than the average rate. Financial Impact: The proposed salary increases will result in approximately a $15,000 cost annually. The department will absorb the increased cost in the 2006-07 budget. Recommendation: 1. Increase the salary for the position of Lifeguard from $7.50-$8.30 per hour to $8.00-$9.50 per hour. 2. Increase the salary for the position of Senior Lifeguard from $8.50-$9.30 per hour to $9.50- $11.00 per hour. 3.
