'J-Dln;;:T1 (0 Agenda Item No.J r vi 11)Oh CITY OF SAN BERNARDINO - REQUEST FOR COUNCIL ACTION STAFF REPORT Subiect: Authorization to establish a "No Parking Any Time" zone on the west side of Palm Avenue between 110 feet north of 20th Street and 440 feet north of 20th Street. Backl!round: The Traffic Engineering Section received a request to prohibit parking on Palm Avenue in front of the properties located on 2102 through 2142 North Palm Avenue. This is a complex with several retail businesses with two driveways that front Palm Avenue. The request came from Gail A. Mullennix, the owner of these properties. The owner is making this request in order to resolve the following issue: semi-trailers often park for long periods of time in 'this area obstructing the view of motorists attempting to enter Palm Avenue from the complex. The Traffic Engineering Section of Development Services Department evaluated the request. On several occasions staff was able to observe the requestor's concerns. Semi-trucks were observed parked causing view obstructions to patrons/employees of the complex. Staff therefore recommends that the request be approved. Except for the area in front of the Highland Palms Condominium Complex and the requestor's property, parking is currently prohibited on both sides of Palm Avenue between 20th Street and Highland Avenue. The existing parking prohibitions were established when the adjacent properties were developed. For consistency, staff recommends that these restrictions be included in the proposed resolution. Contact was made with the association that represents the Highland Palms Condominium Complex to determine if the complex would be amenable to extending the proposed restriction to the area in front of their complex. However, the association contacted the board of directors who are not in favor of extending the restriction to the area in front of the complex. Consequently, the area in front of the complex will be left unrestricted. Since the owner of the only property that will be affected by the proposed "No Parking Any Time" zone concurs with its installation, and sufficient off-street parking is provided for employees, and patrons of this property, staff recommends that the attached Resolution be approved, authorizing the installation of the requested "No Parking Any Time" zone. Financial Impact: The estimated cost of$800.00 for installing the new "No Parking Any Time" signs will come from Account No. 001-402-5111 (Street Maintenance).
