STAFF REPORT
On April 1, 1990, a "Notice to Clean Premises" was mailed to International
Church/Foursquare Gospel, 1890 W. 30th St., San Bernardino, CA 92405, regarding
property Parcel Nos. 0268 401 06, 0268 401 07, 0268 401 09 , 0268 401 10,
located on the 1800 block W. 30th Street. A copy of the notices are attached.
The above parcels required removal of weeds and this was done by H & H
Enterprises on July 13, 1990. The removal consisted of handcleaning of weeds at
a cost of $60.00 minimum per parcel, 5 parcels for a total of $300.00. The
administration fee of $75.00 per parcel was added for a total administration fee
of $375.00 for 5 parcels. International Church was sent a bill for handcleaning
on July 17, 1990 for the above parcels for $675.00. International Church never
requested that the parcels be billed contiguous.
On July 17, 1990, along with their bill, International Church was sent a
notice of hearing before the Board of Building Comnissioners, scheduled for
October 5, 1990. Due to the lack of a quorum ,the October 5th meeting was
cancelled and International Church was notified that their case would be heard at
the Novellber 2, 1990 meeting.
The hearing on the assessments for International Church I s property was held
on Novellber 2, 1990. Evidence was presented to the Board of Building
eonmissioners regarding abatement and assessment costs. A representative for
International Church was not present. Based on the evidence presented, the Board
unanimously adopted the sum of $675.00 to be assessed against International
Church and ordered that a lien be placed on their property if the assessment was
not paid.

or more of the following: weeds. sagebrush. chaparral. brush. dry vegetation or vegetation which Ittains such extensive growth as to become a
fire menace when dry, poison oak or ivy or other plants which are noxious or dangerous. dry grass. stubble. brush. deadwood. dead or d,iseased
trees. dead or dry palm fronds. fences in disrepair or broken. litter. flammable material which creates a fire hazard. containers. abandoned asphalt
or concrete. rubble or waste materials. You must abate or remove this nuisance within ten (101 days of the date of this notice; otherwise it will
be removed and abated by the City of San Bernardino. in which case the cost for such removal will be assessed upon the property from which.
or abutting the property from which. said nuisance is removed. and such costs will constitute a tax lien on such lots or Ilnd until paId.

and dry grass which are seasonal and recurrent nuisances that must also be removed and abated hereaiter from time to time. Notice of regrowth
of this nuisance during this calendar year will be given without further hearing. Failure to abate such recurring conditions will result in the City abating
such nuisance. in which case the COSt of such removal shall constitute a tax lien upon the property described in this Notice until paid. The efficient
and economical control of such seasonal and recurrent nuisances may reQuire preventative ch~mica' control of such weeds. weed seeds. and weed
hedlings. and the City may reQuire preventative chemical control of such nuisances.

Dear Sirs,
On August 10th of this years,I have protested
a 675.00 dollars bill for weed abatement un our
church property. The matter was presented to the
Board of Building Commission at their Nov.2,1990
meeting.
I was informed by mail that,my protest was denied
by the Board.
I am hereby appealing that decision to you for fu-
ther consideration. Due to lack of time, ny attem~.t
to reach our council person Valerie Ludlham was
unsuccessful.But I hope and believe that the final
decision by the mayor,our council person and the
common council will be in our favor.

Dear Dr. Nelson:
We are ill receipt of your request for appeal to the Mayor and
Common Council dated November 17, 1990. However, in order to
proceed with the scheduling of this appeal, a $"75.00 fee is
required. On September 17, 1990, Ordinance No.' HC-742 was
adopted establishing an appeal fee for all vehicle, weed and
building abatement appeals made to the Mayor and Common Council.
Resolution No. 90-375, which was adopted on September 5, 1990,
establishes the fee of $75.00.
The check can be made payable to the City of San Bernardino and
sent to the City Clerk's Office located at: 300 North "0" Street,
San Bernardino, CA 92418. Please reference "appeal fee" on the
check. Upon receipt of this amount, the appeal scheduling will
proceed.
If you have any questions, please feel free to contact the City
Clerk's Office.
