Synopsis of Previous Council action:
08-02-88 __ Resolution No. 88-285 adopted establishing off-site
plan checking fees at 2.0% of the estimated cost of
the improvements, and inspection fees at 1.5% of the
estimated cost of the improvements.
11-08-90 Accepted the reconunendation that the off-site plan
checking fees be adjusted to 3.0% and inspection fees
to 2.5%.
11-19-90 Public meeting set for regularly scheduled council
meeting of 12-3-90.
12-10-90 Public meeting held to receive oral and written pre-
sentations on the proposed adjustments in the off-
site plan checking and inspection fees.
Recommended motion:

STAFF REPORT
At the Council meeting of 8-2-88, Resolution No. 88-285
was adopted. This resolution established off-site plan checking
fees at 2.0% of the estimated cost of improvements, and inspec-
tion fees at 1.5% of the estimated cost of improvements.
A recommendation that off-site plan checking and inspec-
tion fees be adjusted was accepted at the Special Council
meeting of 11-8-90, and staff was directed to proceed to effect
these adjustments. This recommendation was that the off-site
plan checking fee be increased from 2.0% to 3% of the estimated
cost of the improvements, and that off-site inspection fees be
increased from 1.5% to 2.5%' of the estimated cost of the
improvements.
These recommended increases are justified in view of the
actual costs incurred to provide these services. The increased
fees will generally be in line with surrounding agencies.
It is estimated that these increases will result in an
annual increase in revenue of $167,500, based upon the level of
development projected in the 1990/91 Budget.
Section 54992 of the Government Code requires that a
public meeting be held to receive oral or written presentations
before levying any new fee or service charge. This public
meeting was held during the regularly scheduled Council meeting
of 12-10-90.
We recommend that the adjustments in off-site plan
checking and inspection fees be approved.

RESOLUTION NO.
RESOLUTION OF THE CITY OF SAN BERNARDINO ESTABLISHING
OFF-SITE PLAN CHECKING AND INSPECTION FEES, AND RESCINDING
RESOLUTION NO. 88-285.
BE IT RESOLVED BY THE MAYOR ANQ COMMON COUNCIL OF THE
CITY OF SAN BERNARDINO AS FOLLOWS:
SECTION 1 .
Findings.
The Mayor and Common Council
hereby find:
A. A public meeting has been held by the Mayor and
Common Council pursuant to the provisions of Government Code
Section 54990, et seq., to consider the levy of new and
additional fees and service charges for various services provided
by the Department of Public Works/Engineering, which meeting was
held pursuant to the action by the Mayor and Common Council.
B. None of the proposed increases exceed the actual cost
of providing such services and, for those services which are not
completely paid for by the proposed fees, the additional expense
to the City of providing the services shall be borne by the
general fund of the City of San Bernardino.
C. The proposed fees are reasonable and necessary to
enable the City of San Bernardino to more nearly meet the actual
costs of providing such services and facilities.
SECTION 2. . Department of Public Works/Engineering Plan
Check Fees for off-site improvements are hereby established as
follows:
A. Plan check fees for all improvement plans, including,
but not limited to, street improvement plans, subdivision
improvement plans, non-residential parcel map improvement plans,
and residential improvement plans shall be set at 3% of the

1 estimated cost of improvements shown on the plans, with a $50
2 minimum charge.
B.
Inspection and Staking Fees
Inspection fees shall be 2.5% of the estimated cost of
the improvements covered by the permit.
Staking fees shall be
the numbers of hours worked, multiplied by three (3).
C.
Map filing fee shall be $1,000, plus $30 per lot or
parcel.
Certificate of Compliance filing fee shall be $150.
D.
SECTION 3.
The service fees and charges hereinabove set
forth shall be effective 60 calendar days from the adoption of
this resolution.
