COUNCIL ACTION STAFF REPORT The proposed formation of Underground Utility Assessment District No. 20, was approved by the City's Underground utility District Committee at their meeting of 10-04-90. This project was recommended based on the proposed widening of 40th Street, from Kendall drive to.Electric Avenue. Utility companies are required by Rule 20 of the Public Utilities Commission to set aside a certain portion of their revenues to finance the cost of undergrounding overhead facilities within districts established by local agencies. Each agency is allocated a certain amount of funds based upon the total number of overhead services within the agency's boundaries. The Underground Utility Committee of that agency reviews and designates areas proposed for the establishment of a district. Portions of the proposed district are within City boundaries, and portions of the district are within County jurisdiction. The project will be a joint project between the City and County, and the County will use their portion of their Rule 20 allocation for the project. Due to the high cost of undergrounding along Waterman Avenue, the City has used its present and several years future allocations for that project, and a source of funds, other than Rule 20 allocations, will need to be identified at some time in the future. The Total estimated cost of this project is approximately $900,000, with the City's share being approximately one third of that amount ($300,000). Once the district is established, property owners within the district will be required to complete the undergrounding from their property lines to the service points at their own cost. A hearing date will be established at a later time, and all property owners within the proposed district will be notified by mail of the proposal. Underground Utilities improve the appearance of a street by removing visual clutter. Improving the streets cape promotes the mental well-being of persons driving or walking along such a street. Undergrounding eliminates the hazard from broken wires which result from violent windstorms or earthquakes, both of which are frequent occurrences in the area. It is recommended that the Director of Public Works/City Engineer and City Clerk be authorized to proceed with the establishment of the proposed District. 11-5-90 75.0264 ... I;j w iil i II :1 II I .
