CITY OF SAN BERN~DINO - REQUEST F~ COUNCIL ACTION STAFF REPORT Roger Hardgrave, Director of Public Works/City Engineer, recommended the downgrading of a Civil Engineering Assistant II position to an Engineering Aide (Attachment "A"). The Engineering Aide position would be a new classification with the salary established at Range 1292 $1901-1996-2096-2201- 2311 which is 5% below a Draftsperson, 27% below the civil Engineering Assistant I, and 51% below the Civil Engineering Assistant II. The annual salary $54,721 including 31% In comparison, the $36,329, also based DOWNGRADE WILL RESULT for civil Engineering Assistant II is for fringe benefits, based on top step. annual salary for Engineering Aide is on top step including benefits. In view of the current budget crisis, I recommend that this position be filled with the lower position of Engineering Aide. This downscoping should result in savings of about $1,000 per month. Attached is a proposed Job Description for Engineering Aide. This position was formerly a member of n survey party, but the new description is for a general position that could work in all areas of the Engineering Division. The principal tasks would be to service the front counter, issue permits and log in plans submitted for checking, and contract administration. Current personnel in the Design Section are required to spend a considerable amount of time responding to requests for service at the front counter. This new position will relieve the current personnel from this effort and allow them to concentrate on more technical duties. Also, this position will help create more job advancement opportunities. REPRESENTATIVE DUTIES Responds to requests from members of the public at the front counter, writes permits and issues receipts, logs in develop- ment plans submitted.for checking, communicates with field per- sonnel by radio, answers the telephone, prepares monthly pay estimates for contracts, handles routine contract administra- tion items, does routine drafting and updates recprds, operates blueprint machine, obtains names of record property owners, posts official notices, performs field reviews of traffic problems, does simple surveying work, and other related en- gineering work as required. MINIMUM QUALIFICATIONS Graduation from High School or G.E.D. equivalent, supplemented wi th courses in drafting, algebra, geometry and trigonometry and a minimum of one year of engineering field or office experience. Thirty (30) semester units of college level courses in mathematics, engineering, surveying or closely related courses may be substituted for the year of the required experience. Possession of a valid California Driver's license is required. GENERAL QUALIFICATIONS Ability to apply basic mathematics to simple engineering problems, perform collection and receipting of funds, famili- arity with basic construction contract administration, know- ledge of routine drafting, maintenance of construction records, operation of computer, familiarity with construction terms and operations, research records for information, communicate with members of the public with courtesy and tact, work effectively with other employees, prepare simple technical reports. ORGANIZATIONAL RELATIONSHIPS The Engineering Aide is a sub-professional engineering position in the Engineering Division of the Public Works Department; works in the office or field under the direct supervision of a supervisor. , ...
