Staff Report
Subject:
A resolution authorizing the execution of a purchase order to Vermeer Pacific for a
Brush Chipper to be utilized by the Public Services Department Street Division.
Background:
The Public Services Department Street Division utilizes unit #533, a 1985 Asplundh
Brush Chipper for tree maintenance on a daily basis. The cost to maintain this twenty-
one-year-old Chipper has increased with age, and use, and some repair parts are no
longer available, or are non-stock items and must be special ordered. Because of these
factors, in conjunction with the increased downtime, this Chipper has become too costly
to operate. This unit is included on the FY 2005/2006 approved Vehicle Replacement
List; therefore, unit #533 will be placed in surplus for auction.
Staff demonstrated several different manufacturers on the City's tree trimming routes,
during this demo period it was determined that the Vermeer BC1 OOOXL with the "Smart
Feed" was the best unit for the City at the best price.
Vermeer Pacific of Fontana, California is the Regional dealer for Vermeer equipment
and is considered a sole source dealer; there are no local dealers for this particular
equipment. Through a negotiated purchase as referenced in section 3.04.070-1 of the
Municipal Code the City has been offered the California Multiple Award Schedule
(CMAS) contract price of $27,583.57, including tax from Vermeer Pacific (see Exhibit I).
Fleet staff contacted two other Vermeer dealers, the quotes include tax and are as
follows: (see exhibits 2 & 3).

RESOLUTION OF THE MAYOR AND COMMON COUNCIL OF THE CITY OF
SAN BERNARDINO AUTHORIZING THE EXECUTION OF A PURCHASE ORDER
TO VERMEER PACIFIC FOR A BC1000XL BRUSH CHIPPER TO BE UTILIZED BY
THE PUBLIC SERVICES DEPARTMENT STREET DIVISION.
BE IT RESOLVED BY THE MAYOR AND COMMON COUNCil OF THE CITY
OF SAN BERNARDINO AS FOllOWS:
SECTION 1. That Vermeer Pacific is the Regional dealer for Vermeer
equipment and is considered a sole source dealer for the purchase of a Vermeer
BC1000Xl Brush Chipper. Pursuant to this determination the Purchasing Manager is
hereby authorized to issue a purchase order to Vermeer Pacific for said purchase in
the total amount of $27,583.57.
SECTION 2. The Purchase Order shall reference this Resolution NO.2006-
and shall read, "Vermeer BC1 OOOXl Brush Chipper" P.O. not to exceed $27,583.57
and shall incorporate the terms and conditions of the purchase order.
SECTION 3. The authorization to execute the above referenced Contract is
rescinded if not issued within sixty (60) days of the passage of this resolution.
