Synopsis of Previous Council Action:
Resolution #2004-341, November 3,2004. Resolution authorizing transfer of funds from a
Verizon purchase order to sac (Now AT&T) to purchase frame relay services.
Recommended Motion:

Subject:
Resolution of the City of San Bernardino authorizing a FY 200612007 purchase of services with
AT&T (formerly SBC) for frame relay services providing connectivity of City remote sites to
City Hall.
Background:
The network upgrade that the City Council approved in August of 1997, included upgrading the
WAN (Wide Area Network) to frame relay. Frame relay is the method of connectivity. There
are 39 physical sites connected to the City network by frame relay including all Police C.O.P.s,
12 Fire stations, and most Parks & Recreation facilities.
The State of California went to an open bid process for their telecommunications needs. The
contract was awarded to SBC (now merged with AT&T). This award is known as the Cal Net
contract. The City of San Bernardino has elected to utilize the Cal Net contract pricing for frame
relay services and AT&T has agreed to honor the Cal Net pricing for the City.
o Financial Impact:
The cost for frame relay service charges for FY 200612007 is $186,720.00. This is an increase
from the 200512006 fiscal year charges of $180,000. The charges were included in IT
chargebacks to each department with frame relay usage, and will be budgeted in IT account
#679-251-5502.
Recommendation:
Adopt resolution.

RESOLUTION OF THE CITY OF SAN BERNARDINO AUTHORIZING A
FISCAL YEAR 200612007 PURCHASE OF SERVICES WITH AT&T FOR FRAME
RELAY SERVICES PROVIDING CONNECTIVITY FROM CITY REMOTE SITES
TO CITY HALL.
BE IT RESOLVED BY THE MAYOR AND COMMON COUNCIL OF THE
CITY OF SAN BERNARDINO AS FOLLOWS:
SECTION I: That AT&T is the selected source for the City's frame relay
services. AT&T gained selected source status by being awarded an open bid contract
issued by the State ofCalifomia. This award is known as the CaI-Net contract.
Pursuant to this detennination, the Purchasing Manager is hereby authorized to issue
an annual purchase order, with two single year renewal options, to AT&T for fiscal
year 2006/2007 for the City's frame relay services. Future year renewal options shall
be contingent upon funds being approved in the City's budget for this service.
SECTION 2: The authorization to execute the above referenced purchase
order is rescinded if it is not issued within sixty (60) days of the passage of
this resolution.
