From: TOM MAREK, IT DIRECTOR Date: APRIL 24, 2006 M/CC Meeting Date: June 5, 2006 Synopsis of Previous Council Action: June 21, 2004 - Resolution # 2004-201 - Approved the annual renewal of a maintenance contract with the County of San Bernardino's 800 MHz Group (a government agency) for the City's 800 MHz voice system backbone, 800 MHz data system backbone and user radio equipment. The vehicle safety lighting and siren equipment was included in the above action. Background: Police vehicle safety lighting and siren equipment purchase and installation overview falls in the City's 800MHz group. The City has traditionally contracted with the County of San Bernardino's 800 MHz Group to purchase the equipment at partial GSA discount pricing and to perform the instaIlations. Safety lighting and siren equipment used by the San Bernardino Police Department is manufactured by Federal Signal Corporation of University Park, llIinois. Due to recent changes, this company is now offering fuIl GSA discount pricing directly to the City. Purchasing directly from this manufacturer wiIl allow the City's 800 MHz group better tracking of equipment. The fuIl discount wilI also help offset rising equipment costs. The City will still contract with the County for installation services. Federal Signal products are used because of their long term (5 year) warranty and because the County 800 MHz Group is a licensed Federal Signal warranty service center. A standard safety kit for each patrol unit includes a roof-mounted LED light bar, emergency corner strobe lights, mirror mounted LED warning lights, a siren with its computerized controlIer, and other essential small components. One kit is purchased for each new patrol unit that wilI be cycled in to the patrol fleet each year. Twenty-four (24) kits, at the cost of $4,600.00 each, wilI be purchased for FY 2006/2007 for a total of$97,200.00. Financial Impact: The annual cost for the safety lighting and siren equipment kits for fiscal year 2006/2007 is $97,200. Similar to previous years this cost is included in IT chargebacks for Police. RESOLUTION OF THE CITY OF SAN BERNARDINO AUTHORIZING THE PURCHASING MANAGER TO AWARD A PURCHASE ORDER FOR POLICE VEHICLE SAFETY LIGHTING AND SIREN EQUIPMENT WITH FEDERAL SIGNAL CORP OF UNIVERSITY PARK, IL. BE IT RESOLVED: SECTION I. That Federal Signal Corporation is the manufacturer and a direct distributor at GSA pricing of police vehicle lighting and siren equipment used by the San Bernardino Police Department. SECTION 2. That the Mayor and Common Council authorize the Purchasing Manager to issue a purchase order for $ 97,200.00 to Federal Signal Corporation, of University Park, lllinois for equipment purchases. The Purchase Order shall reference the number of this resolution. The Purchase Order shall read, "Annual FY 2006/2007 contract PO for police vehicle safety lighting and siren equipment. Not to exceed $97,200.00."
