4/9/90
Ordinance Number MC-726 was unanimously adopted by the Mayor and Common
Council establishing a Mobile Home Rent Board.
Resolution 90-179 was unanimously adopted by the Mayor and Common Council
establishing fees and deposits relating to Mobile Home Rents. By this
Resolution of the City of San Bernardino. annual mobile home rental
space registration fees (SBMC Section 8.90.070) were set at $12.00 per
space.

PROPOSED ACTIONI
That the Hayor and Common Council adopt a Resolution (prepared
and approved by the City Attorney) adding a per space fee to the
business license fee for mobile home parks and repeal a portion
of Resolution No. 90.179.
BACKGROUND INFORHATIONI
On Hay 21, 1990, the Mayor and Common Council adopted a
Resolution establishing fees and deposits relating to mobile home
rents. By this Resolution of the City of San Bernardino, annual
mobile home rental space registration fees (S.B.H.C. Section
8.90.070) were set at $12.00 per space. These fees are presently
being collected by the Mobile Home Rent Board.
It is recommended that the process of collecting these fees be
transferred to the Business License Division of the City Clerk's
Office for following reasonsl

1.
Senate Bill (SB) 2010, which becomes effective January 1,
1991, prohibits local government from charging park owners
a fee for the administration of a rental control ordinance
on those park spaces subject to a park rental agreement
over one year in length which is exempt from rent control,
etc.
By adding the fee to the business license rates for mobile
home parks, it places the collection of this fee to a
department, namely the City Clerk's Office, which has the
vehicle established for collecting fees, and the process
to follow through with its collection.
Transferring this function to the City Clerk's Office
consolidates two bills into one and eliminates some of the
paperwork, time and labor needed to obtain and track the
collection of these fees.
The Hobile Home Rent Board Director has met with the Business
License Supervisor and they concur that the Business L~cense
Division can implement the requested changes with minimal Lmpact
on the resources of the Business License Division staff.

RESOLUTION NO.
RESOLUTION OF THE CITY OF SAN BERNARDINO ADDING A PER SPACE
FEE TO THE BUSINESS LICENSE FEE FOR MOBILE HOME PARKS AND
REPEALING A PORTION OF RESOLUTION NO. 90-179.
WHEREAS,
San Bernardino Municipal Code Chapter 3.70

5 provides that the amount of fees and taxes may be set by
6 Resolution, and
7 WHEREAS, the Mayor and Common Council desire to adjust the
8 fees charged to operators of Mobile Home Parks.
9 NOW, THEREFORE, BE IT RESOLVED BY THE MAYOR AND COMMON
10 COUNCIL OF THE CITY OF SAN BERNARDINO AS FOLLOWS:

SECTION 1. The Business License Fee set by San Bernardino
12 Municipal Code Section 5.04.525.F. is hereby adjusted to add,
13 relating to the operators of Mobile Home Parks a per space fee of
14 $12.00, in addition to the other fees specified therein and shall

be paid in one installment at specified time of renewal.
SECTION 2. Paragraphs 1 and 2 of Resolution No. 90-179 are
17 hereby repealed.
