Descriotionl Finance: Council Notes: 75.0262 Agenda I tam No 5:3 CITY OF SAN BERtC)RDINO - REQUEST ())R COUNCIL ACTION STAFF REPORT Page 1 of 2 Elements of the design concept, for the streetscape improvements - to be installed wi thin the Main Street proj ect Area, were selected on the basis of considerable committee review and deliberations. Plans have been prepared for these improvements, and submitted to our office for checking. We feel that it would be advisable to have the elements in the design concept approved, in order to provide a guideline for the plan checking process. Below are the main elements in the design concept: 1. New Street Trees -- Two trees have been selected, one for the major tree and the other for the accent tree. Sunburst Honeylocust is the choice for the major tree, and Mexican Fan Palm for the accent tree. 2. Existing Street Trees -- Heal thy trees will be retained, wi th a 4' X 4' tree well to accommodate an irrigation system and future growth. Any tree that is unhealthy or creates a hazard would be replaced by a new street tree. 3. Special Paving at Major Intersections -- Deleted due to excessive cost of about $250,000 per intersection and need to access underground utility vault. 4. Special Traffic Signal Poles -- Deleted due to the esti- mated cost for initial installation and difficulties that would be presented in obtaining replacement parts. 5. Pedestrian Bollard Lights -- Deleted by general consensus. 6. Wooden Pedestrian Benches -- Deleted due to a question of use and the fact that Omnitrans is going to be installing benches. (Additional benches may be added at a later date) . 7. Banners Will be installed at a separate date outside of the construction contract. 8. Historic Street Lights -- Additional lights are to be in- stalled to increase lighting levels on sidewalks for pedestrians. These lights will have a fluted pole and "acron" type luminare, and will supplement the existing street lights. One option may be to have these lights in- stalled by the Southern California Edison Company for possible savings in installation and maintenance costs. 10-10-90 75-0264 CITY OF SAN BER~RDINO - REQUEST oaR COUNCIL ACTION STAFF REPORT Page 2 of 2 9. Trash -Receptacles Omnitrans will provide trash receptacles at the bus stops. Additional receptacles will be provided at a later date by Main Street where needed. 10. Uplights for Trees -- Lighting fixtures will be installed under the grade for each new tree. These fixtures will be pointed in an upward position to highlight the trees. 11. Accent Paving -- Interlocking pavers will be installed wi thin the 18 inches behind curbs. These pavers will be decorative and provide for easy removal to facilitate maintenance of utility facilities in a trench behind the curbs. 12. Irrigation System -- An automatic irrigation system will be provided for all new trees, but not for existing trees. Bus shelters will be installed by Omnitrans. The design of these shelters has been coordinated with Main Street. The original boundaries for the streetscape improvements was from "E" Street to Arrowhead Avenue, and from Second Street to Sixth Street. Fourth Street, from "F" Street to "E" Street, has been included in order to accommodate the Fourth Street Transit Mall. Approval of the above elements will allow plan checking to proceed with confidence that the final product will be acceptable. URGENCY CLAUSE -- Approval of design elements concept is needed before plan checking can proceed. 10-10-90 75-0264
