R "BOB' HOLCOMB MAYOR FOR IMMEDIATE RELEASE Contact Velarde, Assistant Person: Lorraine Mayor's Executive (714)384-5051 Dated: October 5, 1990 stating that action by the state Legislature "will potentially throw the budget of virtually every city in San Bernardino County out of Balance," Mayors of nearly every local city have invited the area's state Senators and Assemblymen to a joint public discussion of SB 2557 to ask for their firm commitment to vote for its repeal. The invitation followed a meeting at San Bernardino city Hall, attended by the Mayors and representatives of ten cities. This measure, passed in response to the State budget crisis, gives counties the power to force cities to pay very substantial fees for every prisoner, arrested by City police and delivered to county jail. C,6,LIFORNIA 92418.0001 714/314-11133 j Q o o o "Since cities have no other place to put their prisoners, every city in the county will be forced to cut back on already lean services to fund these fees," the Mayors indicated in their letter. It continued, "The Legislature's action in this regard is outrageous. In effect, you have passed on to cities who have spent 13 austere years reducing staff and services to deal with Proposition l3...problems which should have been solved in Sacramento." As SB 2557 is retroactive to July 1, 1990, when it takes effect in January of 1991, City budgets which were balanced for the year, will have to be slashed to make up for millions of dollars in unexpected monies which must be paid to the County. The meeting will be held Wednesday, October lOth, at 11:00 a.m. during a a break in the SANBAG meeting at the Feldheym Library, 555 West 6th Street, San Bernardino. -30-
