STAFF REPORT
The Engineering Division was requested to review a
traffic safety concern resulting from a parking situation in the
vicinity of the intersection of "E" Street and Orange Show Lane.
The affected property owners claim that employees from
nearby businesses, especially those on the west side of "E"
Street, park adjacent to their properties throughout working
hours, causing a variety of problems.
An investigation conducted by the Traffic Engineering
staff concluded the following:
The sight distance for motorists attempting to enter "E"
Street from Orange Show Lane is being obstructed by parked
vehicles.
Vehicles already parked or attempting to park on Orange Show
Lane create considerable friction between East and West-bound
vehicles.
Long term parking by employees of nearby businesses has re-
sulted in reduced availability of on-street parking to
patrons of the adjacent businesses.
To alleviate these concerns, the Traffic Engineering Staff, in
consultation with property owners, recommends the following:
Prohibit parking on the east side of "E" Street from 165 feet
south of Orange Show Lane to 120 feet north of Orange Show
Lane.
Prohibit parking on both sides of Orange Show Lane from "E"
Street to 100 feet east of "E" Street.
Limit parking to 2 hours on the east side of "E" Street, from
120 feet north of Orange Show Lane to 295 feet north of
Orange Show Lane.
Limit parking to 2 hours on both sides of Orange Show Lane,
from 100 feet east of "E" Street to 300 feet east of "E"
Street.
Staff recommends that the parking restrictions be approved.

RESOLUTION OF THE CITY OF SAN BERNARDINO AMENDING
RESOLUTION NO. 8234 ENTITLED, IN PART, "A RESOLUTION.
. ESTABLISHING PARKING TIME LIMITATIONS UPON CERTAIN DESIGNATED
STREETS, ALLEYS, OR PORTIONS THEREOF. . ."; AND AUTHORIZING THE
IMPLEMENTATION OF A TWO-HOUR PARKING LIMITATION ON "En STREET
BETWEEN 120 FEET NORTH OF ORANGE SHOW LANE AND 295 FEET NORTH OF
ORANGE SHOW LANE, APPLICABLE TO THE EAST SIDE ONLY, AND ON ORANGE
SHOW LANE BETWEEN 100 FEET EAST OF THE EAST LINE OF "En STREET
AND 300 FEET EAST OF THE EAST LINE OF "E" STREET.
BE IT RESOLVED BY THE MAYOR AND COMMON COUNCIL OF THE
CITY OF SAN BERNARDINO, AS FOLLOWS:
SECTION 1. Resolution No. 8234, Section One, Subsection
(9) "E" STREET, is amended to read:
n(9) 'E' STREET
(A) Between Century Avenue and Bloodbank Road,
applicable to the west side only.
(B) Between 120 feet north of Orange Show Lane and
295 feet north of Orange Show Lane, applicable to the east side
only.
(C) Between Mill Street and 17th Street; excepting
the east side of Second Street and Fourth Street extended, the
west side between Fifth Street and Church Street extended, the
west side between Seventh Street and Eighth Street, and on the
east side between Fourteenth Street and Magnolia Avenue.
(D)
Between 17th Street and Campus Way, applicable
to the west side only.
(E) Between Seventh Street and 200 feet north
applicable to the east side only.
(F) Between Eighth Street and 19th Street,
applicable to the east side only.
(G) Between 19th Street and 'Highland Avenue.
