STAFF REPORT
The Engineering Division was requested to review a
traffic safety concern resulting from a parking situation in the
vicinity of the intersection of "E" Street and Orange Show Lane.
The affected property owners claim that employees from
nearby businesses, especially those on the west side of "E"
Street, park adjacent to their properties throughout working
hours, causing a variety of problems.
An investigation conducted by the Traffic Engineering
staff concluded the following:
The sight distance for motorists attempting to enter "E"
Street from Orange Show Lane is being obstructed by parked
vehicles.
Vehicles already parked or attempting to park on Orange Show
Lane create considerable friction between East and West-bound
vehicles.
Long term parking by employees of nearby businesses has re-
sulted in reduced availability of on-street parking to
patrons of the adjacent businesses.
To alleviate these concerns, the Traffic Engineering Staff, in
consultation with property owners, recommends the following:
Prohibit parking on the east side of "E" Street from 165 feet
south of Orange Show Lane to 120 feet north of Orange Show
Lane.
Prohibit parking on both sides of Orange Show Lane from "E"
Street to 100 feet east of "E" Street.
Limit parking to 2 hours on the east side of "E" Street, from
120 feet north of Orange Show Lane to 295 feet north of
Orange Show Lane.
Limit parking to 2 hours on both sides of Orange Show Lane,
from 100 feet east of "E" Street to 300 feet east of "E"
Street.
Staff recommends that the parking restrictions be approved.

RESOLUTION OF THE CITY OF SAN BERNARDINO AMENDING
RESOLUTION NO. 3985 ENTITLED, IN PART, "A RESOLUTION.
PROHIBITING PARKING UPON CERTAIN DESIGNATED STREETS OR PORTIONS
THEREOF. ." TO ESTABLISH A NO PARKING ANY TIME ZONE ON "E"
STREET, BETWEEN 165 FEET SOUTH OF ORANGE SHOW LANE AND 120 FEET
NORTH OF ORANGE SHOW LANE, APPLICABLE TO THE EAST SIDE ONLY, AND
ON ORANGE SHOW LANE BETWEEN THE EAST LINE OF "E" STREET AND 100
FEET EAST OF THE EAST LINE OF "E" STREET.
BE IT RESOLVED BY THE MAYOR AND COMMON COUNCIL OF THE
CITY OF SAN BERNARDINO AS FOLLOWS:
SECTION l:
Resolution No. 3985 which prohibits
parking upon certain designated streets or portions thereof,
Section One, Subsection (9) "E" STREET, is amended to read:
"(9) 'E' STREET
(A-l) Between Orange Show Road and a point 300
feet north of the north curb line on Century Avenue, applicable
14 to the area 100 feet southerly of the centerline of each
15 driveway on the east side of "E" Street; between the projected
16 north curbline of Century Avenue and Orange Show Road on the
17 west side of "E" Street; and any vehicle parked on or left
18 standing thereon may be removed, provided that appropriate signs
19 are posted giving notice of such removal.
20 (A) Between Central Avenue and the Warm Creek
21 Bridge, applicable to the east side only.
22 (B) Between a point 350 feet north of the Orange
23 Show Driveway (at the Administration Building) and a point 240
24 feet south of said driveway, applicable to the east side only.
25 (C) Between the centerline of Mill Street and a
26 point 300 feet southerly.
27 (D) Between Second Street and a point 125 feet
28 south, applicable to the east side only.
