STAFF REPORT
The applicant proposes to construct a new Single Family
Residence on an existing parcel located on the south side of
Lincoln Avenue, west of Macy Street, further described as 2221
West Lincoln Avenue.
The applicant is requesting a waiver of the requirement
to connect to the public sewer system under Section 1, Sub-
section B-2 of the sewer ordinance (MC-614 as amended by MC-
663). This sub-section provides that a waiver may be granted by
the Mayor and Common Council for 4 or fewer residential units on
an existing lot (in-fill project) where structures exist on at
least 75% of the block and none are connected to the public
sewer. Also, the property must be over 300' from an existing
sewer to qualify for an exemption.
The applicant has checked all other parcels on Lincoln
Avenue between Macy Street and the Flood Control Channel and
states that all have existing Single Family houses on them and
none are connected to the sewer. This statement is confirmed by
the City's sewer maps which do not show a sewer or any laterals
to the Lincoln Avenue properties west of Macy Street.
Also, the nearest point on the parcel is more than 300
feet from the existing sewer at the intersection of Macy Street
and Lincoln Avenue.
The prescribed fee of $500.00

Therefore, we recommend that the request for sewer
waiver be approved, subject to the condition they obtain a
permit from this Department and meet all applicable requirements
for installation of a private disposal system.

Mr. Hardgrave:
We ask that the City consider permitting us to build one single
family house, with a septic tank, on an existing lot. This would
fall under Section 1. Subsection B of Section 13.32.070. item 12
of the City Municipal Code.
The proposed lot is less than four (4) units and is an IN-FILL
PROJECT. Also, structures exist on at least 75% of the street
and none are connected to the sewer system.
The assessor's parcel number is 269-101-4 and located at 2221
Lincoln Ave. in San Bernardino.
