STAFF REPORT
F-91-04
The proposed purchase is for one hundred (100) each, 3 cubic yard refuse
bins (Category I) and fifty (50) each, 4 cubic yard refuse bins
(Category II) to be utilized in daily operations by the Public
Services/Refuse Department.
At the request of the department, appropriate specifications were
prepared, published and furnished to area suppliers. Bids were publicly
opened and declared on August 14, 1990. The following is a summary of
Bids received.

By exercising section 26 of the General Specifications to the best
advantage to the City the total cost to the City is $49,478.63. Both
vendors have been contacted and are agreeable to this arrangement.
Vendor, Cubic Container, is offering less than thirty (30) days delivery
for 3 cubic yard bins which appear rather urgent vs approximately sixty
(60) days for vendor, Consolidated Fabricators Corp. There does not
appear to be any urgency for the 4 cubic yard bins.
Specifications as bid have been reviewed with the Director of Public
Services/Refuse who concurs that the bid of Consolidated Fabricators
Corp. for 4 cubic yard bins and the bid of Cubic Container for 3 cubic
yard bins meets specifications and requirements. It is therefore
recommended that the bid be accepted for contract. The equipment funding
is in the 1990/91 budget.

RESOLUTION OF THE CITY OF SAN BERNARDINO AWARDING A PURCHASE ORDER TO
CATEGORY I: CUBIC CONTAINER FOR THE FURNISHING AND DELIVERY OF ONE HUNDRED
(100) THREE CUBIC YARD BINS AND CATEGORY II: CONSOLIDATED FABRICATORS
CORPORATION FOR THE FURNISHING AND DELIVERY OF FIFTY (50) FOUR CUBIC YARD
BINS, TO BE UTILIZED BY THE PUBLIC SERVICES/REFUSE DEPARTMENT IN ACCORDANCE
WITH BID SPECIFICATION F-91-04.
BE IT RESOLVED BY THE MAYOR AND COMMON COUNCIL OF THE CITY OF SAN
BERNARDINO AS FOLLOWS:
SECTION 1. That Cubic Container is the lowest and best responsible
bidder for the furnishing and delivery of one hundred (100) three cubic yard
bins and that Consolidated Fabricators Corporation is the lowest and best
responsible bidder for the furnishing and delivery of fifty (50) four cubic
yard bins in accordance with Bid Specification F-91-04 for the total amount of
$49,478.63; pursuant to this determination, the Purchasing Agent is hereby
authorized and directed to issue a purchase order for said one hundred (100)
three cubic yard bins and fifty (50) four cubic yard bins to said lowest and
best responsible bidders; such award shall only be effective upon the issuance
of a Purchase Order by the Purchasing Agent; and all other quotations
therefor are hereby rejected.
SECTION 2. The authorization to execute the above referenced agreement
is rescinded if the parties to the agreement fail to execute it within sixty
(60) days of the passage of this resolution.

the Mayor and Common Council of the City of San Bernardino at a
