STAFF REPORT
On January 22, 1990, authorization was given to execute
consultant services with GFB Friederich & Associates, Inc.,
proposed City Wide assessment district for street lighting and
an agreement for
relative to the
street sweeping.
On March 5, 1990, authorization was given to proceed with the formation of the
proposed district. Additional services were needed from the consultant to proceed
with the formation of the proposed district in a timely manner. These additional
services include the preparation of the proper maps and the Engineer's Report and
all pertinent research necessary to complete the report. Due to the size of the
district, which includes all territory within the City of San Bernardino, it was
determined that this task could be more efficiently completed by using the
consultant's services, and is necessary to proceed in a timely manner, and on May
7, 1990, Resolution No. 90-165 was adopted, authorizing the execution of a First
Amendment for Agreement for Professional Services with GFB-Friederich. The cost
for the additional services was to be $10,043.00.

The attached Resolution, authorizes the execution of a Second Amendment to
increase the contract amount to cover the additional services requested froll the
consultant by the City, in the amount of $964.50. The district has now been put
in place, and the assessment roll filed with the County, and no additional
services will be needed from the consultant at this time. This amount will be
paid for ~ the City, however the cost of same will be recovered and reimbursed
to the City through assessments.
It is recommended that the attached resolution be adopted.

RESOLUTION OF THE CITY OF SAN BERNARDINO AUTHORIZING AND DIRECTING
THE EXECUTION OF A SECOND AMENDMENT TO AN AGREEMENT WITH GFB-FRIEDERICH I'<
ASSOCIATES, INC., FOR PROFESSIONAL SERVICES RELATIVE TO THE FORMATION OF A
CITY WIDE ASSESSMENT DISTRICT.
WHEREAS, on the 22nd day of January, 1990, Resolution No. 90-34
was adopted Qy the Mayor and Common Council of the City of San Bernardino,
authorizing the execution of an Agreement for Consultant Services with GFB-
FRIEDERICH I'< ASSOC.,INC, relative to the formation of a City-wide assessment
district: and
WHEREAS, on the 7th day of may, 1990, Resolution No. 90-165 was
adopted, authorizing the execution of a First Amendment to an Agreement for
Professional Services: and
WHEREAS, additional services of the consultant were necessary for
the formation of said City-wide assessment district.
BE IT RESOLVED BY THE MAYOR AND COMMON COUNCIL OF THE CITY OF SAN
15 BERNARDINO AS FOLLOWS:
16 SECTION 1. The Mayor is hereby authorized and directed to execute on behalf
17 of said City a Second Amendment to an Agreement for Professional Services
18 with GFB-FRIEDERICH I'< ASSOC.,INC. relative to a City-wide Assessment
19 District for Street Lighting and Street Sweeping purposes, a copy of which
20 is attached hereto marked Exhibit "A", and incorporated herein Qy reference

as fully as though set forth at length.
SECTION 2.
This resolution is rescinded if the parties to the
Second Amendment to an Agreement for Professional Services fail to execute
it
within sixty (60) days of the passage of this resolution.

SECOND AKENDfIENT TO AN
AGREEPIENT FOR PROFESSIONAL SERVICES
This SECOND AMENDMENT to an Agreement for Professional Services,
made and entered into this day of ,1990, by and
between the CITY OF SAN BERNARDINO, hereinafter referred to as the "CITY",
and GFB-FRIEDERICH & ASSOC. ,INC., hereinafter referred to as "CONSULTANT".

WHEREAS, City and Consultant have entered into an Agreement for
Professional Services executed on the 27th day of January, 1990, for
consulting services relative to the formation of a City-wide Assessment
District for Street Lighting and Street Sweeping; and
WHEREAS, City and Consultant have executed a FIRST AMENDMENT to an
Agreement for Professional Service on the 23rd day of May, 1990; and
WHEREAS, additional professional services were needed by the City
from Consultant for the formation of said Assessment District.
NOW, THEREFORE, it is mutually agreed, as follows:
SECTION 1. Section 5 paragraph A of said Agreement for
Professional Service shall be amended as follows:
"The City shall reimburse the Consultant for actual cost's
(including labor costs, employee benefits, overhead, profit, other direct
and indirect costs) incurred by the Consultant in performance of the work,
in an amount not to exceed $24,043,50 Actual costs shall not
exceed the estimated wage rates and other costs as set forth in Exhibit "3",
attached hereto and incorporated herein as though set forth in full."
SECTION 2. Exhibit "1" of said Agreement for Professional Services
shall be amended to add the following:
"5. Prepare the District Boundary Map, District Diagram Map, and
Engineer's Report, and perform all relative research and data gathering."
