Recommended motion:
That the fee in the amount of $581 for City services to be provided
to Casa Ramona, Inc. for their Fourth Annual Mexican Independence
Celebration be waived in accordance with Resolution No. 89-500 and
based upon the finding that the fees would create a financial hard-
ship jeopardizing the event planned for such use and the celebration
will be of unusual benefit to the inhabitants and should be supported
with public funds.

REQUEST FOR WAIVER OF FEES STAFF REPORT
FOR USE OF PARKS AND RECREATION
FACILITIES, SERVICES AND
EQUIPMENT.
Casa Ramona, Inc. and Events Marketing, Inc. have scheduled
the use of Seccombe Lake Park for their Fourth Annual Mexican
Independence Celebration. As part of their request, Casa
Ramona has requested a waiver of the fees and costs involved
for use of the park. (See attached letter from Cas a Ramona
dated August 27, 1990.) The Application/Permit for use of
the facility along with the Special Conditions, and a list of
fees in the amount of $581.00 involved for this event are
also attached.
Resolution No. 89-500 dated December 20, 1989 allows the
Mayor and Common Council to exempt non-profit corporations
and associations, organized primarily for patriotic, civic
betterment or charitable purposes, from the rates and fee
schedule for the use of park and recreation facilities,
services and equipment under the condition that paying the
fees would create a hardship or if the event is of unusual
benefit to the citizens of San Bernardino. This event is one
in which a large segment of the population participates and
which has been attended in the past four years by 7,000 to
10,000 people each year. This is a one day event featuring
entertainment, food and drink and culminating with the main
event in the evening which is a Mexican castillo a fire-
works display of large proportions.
Events Marketing, Inc., a co-sponsor of the event with Casa
Ramona, is providing security for the event in order to
mitigate the requirements of the city Police for this type of
celebration in a City facility.
This activity in Seccombe Lake Park has been extremely
successful in promoting Hispanic history and culture in our
city. The benefits of the event for all city inhabitants are
such that, as has been done for other such events, the fees
could be waived.
Justification for Placement on the Supplemental Aqenda
This request for waiver of fees was not received in suffi-
cient time to be placed on the regular agenda, therefore, it
is necessary to be placed on the Supplemental Agenda for
September 4, 1990 as this is the last meeting before the
scheduled event at Seccombe Lake Park.
