STAFF REPORT
Mr. Filippos Andrikopoulos, owner of the premises located at 24617
E. 3rd Street, has submitted a request for water service. The
property is located outside the corporate limits of the City, but
is contiguous. The property has been served by Cardiff Farms
Mutual Water Company. They have experienced problems with their
system. On Sunday, August 19, 1990, the water company's well
failed and the pump was not repaired/replaced until Tuesday, August
21, 1990. The Water Department provided temporary service through
a fire hydrant connection on Monday evening, August 20, 1990, based
upon an Emergency Proclamation of the County of San Bernardino
requesting immediate assistance.
Once the water company got their well back in service on Tuesday,
August 21, 1990, the County of San Bernardino Environmental Health
Services Department issued a boil order for any water the residents
of the area would drink or prepare food with. The restaurant has
not been allowed to reopen due to the health concerns related to
the water supply.
Mr. Andrikopoulos is willing to annex to the City of San Bernardino
and has posted a $1,000.00 cashiers check to guarantee his intent
to annex.
Due to the extenuating circumstances, Water Department crews
proceeded to set the service on Friday, August 31, 1990.
It is recommended that this matter be considered at the meeting of
the Mayor and Common Council scheduled for Wednesday, September 5,
1990, in accordance with Government Code Section 54954.2 (A)(2) as
a matter that the need to take action arose subsequent to the
agenda being posted.
