DescriDtionl Finance : Council Notes: 75-0262 Agenda Item No ~ 1 -CITY OF SAN BERNA~INO - REQUEST FOt} COUNCIL ACTION STAFF REPORT Assembly Bill No. 1791 was adopted with the provision that it would become operative upon approval of California State Proposition 111. This bill requires that a congestion manage- ment program be developed, adopted and annually updated for every county that includes an urbanized area. The congestion management program must be developed by the County Transportation Commission, or by another public agency designated by the County and a majority of the cities. Since San Bernardino Associated Governments (SANBAG) serves as the County Transportation Commission, they would be the logical agency to prepare the congestion management program. SANBAG can prepare the program, with some assistance from a consultant(s), as a part of their regular planning tasks. No estimate of cost is available, but the necessary funds will be provided from SANBAG budgeted sources of revenue. The program will be based upon a designated system of highways and roadways. All state highways and principal arteri- als are required to be included in the system. The initial system will be comprised only of these two classes of roads and streets. Traffic level of service standards must be established for the roadway system. A deficiency report will have to be prepared by the responsible local agency for any section of road or street fund to have a level of service below the established level of service. The congestion management program will be developed in consultation with cities, Caltrans, Omnitrans, and South Coast Air Quality Control District. SANBAG has a Technical Advisory Committee, comprised of City Engineers from the various cities, that will serve in an advisory capacity in the development of this program. Assembly Bill No. 1791 states that the program shall be adopted at a public hearing. One component of the program is the development of a seven-year capital improvement program to maintain or improve the traffic level of service. All funds received pursuant to Proposition 111 must be expended on projects included in the congestion management program. It is estimated that the City of San Bernardino will receive about $450,000 during the first year the higher gas taxes are in effect. RESOLUTION OF THE CITY OF SAN BERNARDINO DESIGNATING THE SAN BERNARDINO COUNTY TRANSPORTATION COMMISSION (SANBAG) AS THE AGENCY TO DEVELOP A CONGESTION MANAGEMENT PROGRAM.
