One of the major impacts of this legislation was a requirement that each City prepare and implement a Source Reduction and Recycling Element. The purpose of the Element is to identify how the City will divert 25% of solid waste from landfills by 1995, and 50% by the year 2000. The Source Reduction and Recycling Element preparation of the following components: includes 1. A waste characterization component. 2. A source reduction component. 3. A recycling component. 4. A composting component. 5. A solid waste facility capacity component. 6. An education and public information component. 7. A funding component. 8. A special waste component. 9. A household hazardous waste component. Since the preparation of the Element involved analyzing waste generation characteristics which are common among the cities in the East Valley, it was felt that savings could be realized if a joint effort was undertaken in terms of hiring one consultant to develop the Element for each participating city. The cities of San Bernardino, Colton, Fontana, Grand Terrace, Highland, Loma Linda, Redlands, Rialto, Yucaipa and the County of San Bernardino jointly developed an RFP soliciting consultant services and interviewed prospective consultants during the month of July. The firm of EMCON and Associates was selected and negotiations were recently completed to the satisfaction of each participating city relative to the terms and conditions of the contract provisions. The attached Memorandum of Understanding (MOU) specifies the terms and conditions relating to the preparation, funding and contract administration of the Source Reduction and Recycling Element between EMCON Associates and each City. Although an Element will be prepared for each jurisdiction, the City of Rialto is recommended to function as contract administrator to simplify administrative tracking of the project. The cost of the consulting services is $183,000 for all the East Valley cities which will be paid by the County through their Solid Waste Enterprise Fund using revenue derived from the County landfill fee for AB 939 purposes. RESOLUTION OF THE CITY OF SAN BERNARDINO IMPLEMENTING A MEMORANDUM OF UNDERSTANDING BETWEEN THE CITY OF SAN BERNARDINO AND THE CITIES OF COLTON, FONTANA, GRAND TERRACE, HIGHLAND, LOMA LINDA, REDLANDS, RIALTO, YUCAIPA AND THE COUNTY OF SAN BERNARDINO RELATIVE TO A SOURCE REDUCTION AND RECYCLING PLANNING AGREEMENT. BE IT RESOLVED BY THE MAYOR AND COMMON COUNCIL OF THE CITY OF SAN BERNARDINO AS FOLLOWS: SECTION 1. The Mayor of the City of San Bernardino is hereby authorized and directed to execute, on behalf of the said City a Memorandum of Understanding with the cities of Colton, Fontana, Grand Terrace, Highland, Loma Linda, Redlands, Rialto, Yucaipa and the County of San Bernardino relative to a Source Reduction and Recycling Planning Agreement. A copy of said Memorandum of Understanding is attached hereto marked Exhibit "A" and incorporated herein by this reference as fully as though set forth at length. SECTION 2. The City shall not be obligated hereunder unless and until the Memorandum of Understanding is fully executed and no oral agreement relating thereto shall be implied or authorized. SECTION 3. The authorization to execute the above referenced agreement is rescinded if the parties to the Memorandum of Understanding fail to execute it within sixty (60) days of the passage of this resolution. Name, title, and solid waste planning experience and qualifications of the consultant and all other staff who may be assigned to this proJect, including a list of any similar projects that the consultant has recently completed. b. Describe any relative past experience in the development of waste characterization assessment methodology including Quantitative Field Analysis, Materials Flow and use of combined methodology as well as program design and implementation. 3. A description of services to be rendered and anticipated time frame/schedule listing all specific work tasks, time requIred, and staff assIgned to each task. 4. A separate cost estImate for Task t1 stated in a not-to- exceed figure based on actual time and materials required to complete the project and desired payment schedule (not less than 30 day billing cycles). Peripheral costs, such as printing and appearances at additional meetings should be listed. Due to the open-ended nature of Task #2, the cost estimate should be based on the consultant's hourly fees. Sources of recycled wastes will be requested from each contact so multiple counting by several jurisdictions can be avoided. We anticipate the need to coordinate follow-up contacts through the appropriate jurisdiction 1n order to ga1n additional information.
