STAFF REPORT
Bids for construction of a pedestrian bridge for the
City Hall Annex were opened for the second time at 2:00 p.m.,
Tuesday, 7-17-90. The special provisions were prepared with two
schedules, A and B. Schedule A was for the complete job,
including automatic doors. Schedule B was prepared in order to
solicit bids for the bridge without automatic doors, in the
event that sufficient funds could not be identified for the
complete project.
A total of three bids were received, ranging from
$116,000.00 to $150,539.00 for Schedule A. The low bid of
$116,000 is 16.0% over the current Architect/Engineer',s Esti-
mate of $100,000.
Listed below is an estimate of the total project cost,
based upon the actual low bid price:
Construction Contract $ 116,000
Consultant Services for Design 20,000
Engineering & Insp. (W.O. 1360) 1,500
Sub-Total $ 137,500

TOTAL ESTIMATED PROJECT COST $ 144,400
A total of $592,500 has been made available under
Account No. 048-029-59850 for the renovation of the City Hall
Annex. To date, the roof, elevators, signs and communications
work have been completed, or are underway. Cost savings have
been made on all other aspects of the work to date and
sufficient funds are available to complete the work under this
contract. ~
The City Hall Design Review Committee feels the
automatic doors should be provided, if funding can be
identified, since they require less space and are safer.
Therefore, we recommend that a contract be awarded for the low
bid price.

RESOLUTION NO.
RESOLUTION OF THE CITY OF SAN BERNARDINO AWARDING A
CONTRACT TO PCL CONSTRUCTION SERVICES, INC. FOR CONSTRUCTION OF A
PEDESTRIAN BRIDGE FOR THE CITY HALL ANNEX BUILDING.
BE IT RESOLVED BY THE MAYOR AND COMMON COUNCIL OF THE
CITY OF SAN BERNARDINO AS FOLLOWS:
SECTION 1.
PCL Construction Services is the lowest
responsible bidder for: Construction of a Pedestrian Bridge for
the City Hall Annex Building, at 245 North "E" Street, in
accordance with Plan No. 8119; for the total amount of
$116,000.00, a contract for Schedule "A" is awarded to said
bidder accordingly, but such award shall be effective only upon
the contract being fully executed by the parties; all other bids

therefore are hereby rejected; and the Mayor is hereby authorized
and directed to execute said contract on behalf of the City; a
copy of the contract is attached hereto, marked Exhibit "A" and
incorporated herein by reference as fully as though set forth at
length.
SECTION 2. This contract and any amendment or modifica-
tions thereto shall not take effect or become operative until
fully signed and executed by the parties and no party shall be
obligated hereunder until the time of such full execution. No
oral agreements, amendments, modifications or waivers are
intended or authorized and shall not be implied from any act or
course of conduct of any party.
SECTION 3. This resolution is rescinded if the parties
to the contract fail to execute it within sixty (60) days of the
passage of this resolution.
