Racomlll8llded motion:
That the proposed elimination of direct subsidies in the Enterprise
Zone and the establishment of a program for direct assistance to
low and moderate income person~ on a case-by-case basis, be referred
to the City Administrator and Director of Community Development
for review and report.

There is no evielence that the Enterpris. Zone has produc.el
any positive results for the City. There i. evidence that
inelivieluals least cleservinq, are takinq advanta;e of the
proqram and at the expense of the General Fund.
J: therefore recommend that Council take action to repeal the
Enterprize Zone Program. The City Attorney should
prepare the nece..ary ordinance or r..olution to repeal the
Enterpria4 ........
