STAFF REPORT
The Negati ve Decl arati on for Publ i c Works Project No. 90-18 was
recommended for adoption by the Environmental Review Committee at
its meeting of April 19, 1990.
A 21-day public review period was afforded from April 26, 1990,
to May 16, 1990. No comments were received.
We recommend that the Negative Declaration be adopted and a
finding made that the project is consistent with the Circulation
Element of the General Plan.

NOTICE OF PREPARATION OF NEGATIVE DECLARATION
OF ENVIRONMENTAL IMPACT
THE CITY OF SAN BERNARDINO proposes to adopt a Negative Declaration
for the following projects. The Environmental Review Committee
found that the project will not have a significant effect on the
environment on the basis of the Initial Study and mitigation
measures (If applicable?.
REVIEW OF PLANS NO. 90-13 - To construct a 43,740 square foot
building for the assembly of newspaper products as inserts to be
collated and shipped via mail service located on a 2.38 acre
site at the northwest intersection of Commercial Road and
Waterman Avenue in the IL, Industrial Light, General Plan land
use designation.
CONDITIONAL OSE PERMIT NO. 90-07 - To operate aU-Haul
franchise within an existing mini-storage facility located on
a 1.58 acre site on the east side of Hallmark Parkway at the
intersection with Lexington Way in the IL, Industrial Light,
General Plan land use designation.
REVIEW OF PLANS NO. 90-06 - To construct an 8,400 square foot
commercial retail shopping center on 0.54 acres located at the
southeast corner of 9th Street and Mount Vernon Avenue in the
CG-l Commercial General land use designation.
REVIEW OF PLANS NO. 89-75 - To construct a one-story, metal
exterior, 4.800 square foot office and storage building on 1.58
acres located on the east side of Washington Avenue, approxima-
tely 420 feet north of Ennis Street in the IL, Industrial Light
land use designation.
~LIC WORKS PROJECT NO. 90-18 - A proposed Negative Declaration
to construct box culverts and related street improvements at
Sand Creek on Lynwood Drive, approximately 350 feet west of
Victoria Avenue. '
GENERAL PLAN AMENDMENT NO. 90-5 - To change the land use
designation from RH, Residential High to CG-l, Commercial
General on 0.92 acres. Or to change 2.50 acres from RH to CG-l
and 1.93 acres from RH to-CO-l, Commercial Office and 0.49 acres
from RH to RS, Residential Suburban and 1.74 acres from RS to
RH. Or to change 4.43 acres from RH to RS and 1.74 acres from
RS to RH. The location is on the south side of East Date Place,
east of Del Rosa Avenue.
GENERAL PLAN AMENDMENT NO. 90-4 (REVISED) - To change the land
use designation from RM, Residential Medium and CO-l, Commercial
Office to CG-l, Commercial General on 4 parcels comprising 13.4
acres. Or to change 1 parcel from RM to CO-l, making the total
area CO-l. The site is located east of Little Mountain Drive,
north of 27th Street, west of Miramonte Drive and South of
Turrill Street and Oakwood Drive.
