09-08-87 --Resolution No. 87-315 adopted awarding a contract to
Arrow Power Sweeping for the low bid price of
$42,000.00.
06-20-88 --Resolution No. 88-213 adopted renewing the contract
for a one year period, from 7-1-88 to 6-30-89, for an
increase of 5%, to account for cost of living increase,
from $42,000.00 to $44,100.00.
06-19-89 --Change Order No. One approved to renew the term of the
contract for a period of one year and increase the

STAFF REPORT
Bids for the sweeping of Central City Mall surface
parking lots and three-level structure were opened at 2:00 p.m.,
Tuesday, 5-29-90.

The contract documents were revised to allow four (4)
one-year extensions, by mutual consent. Also, Section No. 8-
3.05 was added to require bi-annual steam cleaning of oil spots
in the parking structure. The Contractor has recommended that
this work be deleted, since his operation is not set up to do
steam cleaning in a cost effective manner. A credit of $3,000
has been agreed upon as a fair reduction in the contract price
for deleting the requirement for steam cleaning.

RESOLUTION NO.
RESOLUTION OF THE CITY OF SAN BERNARDINO AWARDING A
CONTRACT TO ARROW POWER SWEEPING FOR PROVIDING SWEEPING SERVICES
FOR CENTRAL CITY MALL SURFACE PARKING SPACES AND THREE-LEVEL
PARKING STRUCTURE, AND APPROVING CONTRACT CHANGE ORDER NO. ONE.
BE IT RESOLVED BY THE MAYOR AND COMMON COUNCIL OF THE
CITY OF SAN BERNARDINO AS FOLLOWS:
SECTION 1. Arrow Power Sweeping is the lowest responsible
7 bidder for providing Sweeping Services for Central City Mall
8 Surface Parking Spaces and Three-Level Parking Structure, in
9 accordance with Plan No. 7085 (l990-9l)l for the total amount of
10 $50,698.00, a contract is awarded to said bidder accordingly, but
11 such award shall be effective only upon the contract being fully
12 executed by the parties l all other bids therefore are hereby
13 rejectedl and the Mayor is hereby authorized and directed to
14 execute said contract on behalf of the CitYl a copy of the
15 contract is attached hereto, marked Exhibit "A" and incorporated
16 herein by reference as fully as though set forth at length.
17 SECTION 2. Contract Change Order No. One is approved to
18 delete Section 8-3.05 from the special provisions and reduce the
19 contract price by $3,000.00, from $50,698.00 to $47,698.00.
20 SECTION 3. This contract and any amendment or modi fica-
21 tions thereto shall not take effect or become operative until
22 fully signed and executed by the parties and no party shall be
23 obligated hereunder until the time of such full execution. No
24 oral agreements, amendments, modifications or waivers are
25 intended or authorized and shall not be implied from any act or
26 course of conduct of any party.
