STAFF REPORT
Bids for this project were opened at 2:00 p.m., on Tuesday,
5-1-90.
A total of 3 bi ds were recei ved, rangi ng from $23,501. 00 to
$2B,972.72. The low bid of $23,501.00 is 34.7% over the
Engineer's Estimate of $36,000.00.
Four assessment districts were combined in this contract, in
order to reduce administrative effort and obtain better bid
prices. The bid documents were set up with Schedules I, II, III
and IV, in order to allow for costs to be distributed to each
assessment district.
Listed below is an estimate of the total cost for providing these
landscape maintenance services, from 7-1-90 to 6-30-91.

The Notice to Proceed will be effective on July I, 1990. the
contract wi 11 be in effect unti 1 June 30, 1991. The contract
will be sUbject to two one-year extensions.
Funds to cover the costs incurred will be upfronted by the City,
and reimbursed through special assessments placed on the property
tax bills, pursuant to the resolutions establishing the various
districts.
Inspection of the maintenance effort by the Contractor will be
provided by the Department of Parks, Recreation and Community
Services.
We recommend that a contract be awarded to the low bidder.

BE IT RESOLVED BY THE MAYOR AND COMMON COUNCIL OF THE
CITY OF SAN BERNARDINO AS FOLLOWS:
SECTION 1.
J & R Landscape Maintenance. Inc. ;s the
