Cherokee Landscape Services for Assessment Districts
No. 956 & 968, for the low bid price of $59,996.00.
10-03-88 -- Change Order No. One approved to include additional
work, for an increase in the contract price of
$15,260.00.
06-19-89 -- Change Order No. Two approved to extend the contract
for one year, adjust the contract prices, for an
increase in the contract price to $85,576.00.

STAFF REPORT
Bids for this project were opened at 2:00 p.m. on
Tuesday, 5-01-90.
A total of 6 bids were received, ranging from $75,291.95
to $107,118.08. The low bid price of $75,291.95 is 14.3% under
the Engineer's Estimate of $87,900.00.
The bid documents were set up with Assessment District
No. 968 (Airport Drive) as Schedule I, and Assessment District
No. 956 (Tri-City) as Schedule II. This arrangement was used to
allow proper cost distribution to each district.
Listed below is an estimate of the total cost for pro-
viding these landscaping maintenance services, from 7-01-90 to
6-30-91, based upon the actual low bid price.
Maintenance Contract:

Incidental Costs (Assessment Engineering,
Publishing and Recording Fees, Inspection
by Dept. of Parks & Recreation, and
Advertising for Bids)

TOTAL ESTIMATED ANNUAL COST
$ 88,000.00
The Notice to Proceed will be effective on 7-1-90. The
contract will be in effect until 6-30-91, subject to two one-
year extensions by mutual consent.
Funds to cover the costs incurred will be upfronted by
the City, and reimbursed through special assessments placed on
the property tax bills, pursuant to the resolution establishing
the district.
Inspection of the maintenance effort by the Contractor
will be provided by the Department of Parks and Recreation.
We recommend that a contract be awarded to the low
bidder.

2 RESOLUTION OF THE CITY OF SAN BERNARDINO AWARDING A
CONTRACT TO MENTONE TURF SUPPLY FOR MAINTENANCE OF LANDSCAPING IN
3 PORTIONS OF AIRPORT DRIVE, VANDERBILT WAY, HOSPITALITY LANE,
CARNEGIE DRIVE, BRIER DRIVE, HARRIMAN PLACE, WATERMAN AVENUE AND
4 TIPPECANOE AVENUE.
5 BE IT RESOLVED BY THE MAYOR AND COMMON COUNCIL OF THE
CITY OF SAN BERNARDINO AS FOLLOWS:

SECTION 1. Mentone Turf Supply is the lowest responsible
bidder for:
Maintenance of landscaping in portions of Airport
Dri ve, Vanderbilt Way, Hospi tali ty Lane, Carnegie Drive, Brier
Drive, Harriman Place, Waterman Avenue and Tippecanoe Avenue, in
accordance with Plan Nos. 6244 and 6738-A (1990-91), for the
total amount of $75,291.95, and contract for the Basic Bid and
Supplemental Items, is awarded to said bidder accordingly, but
such award shall be effective only upon the contract being fully
executed by the parties: all other bids therefore are hereby
rejected: and the Mayor is hereby authorized and directed to
execute said contract on behalf of the City: a copy of the
contract is attached hereto, marked Exhibit "A" and incorporated
herein by reference as fully as though set forth at length.
SECTION 2. This contract and any amendment or modi fica-
tions thereto shall not take effect or become operative until
fully signed and executed by the parties and no party shall be

obligated hereunder until the time of such full execution. No

oral agreements, amendments, modifications or waivers are

intended or authorized and shall not be implied from any act or
