A total of 2 bids were received, ranging from $6,592.00 to $8,887.50. The low bid of $6,592.00 is 22.6% over the Engineer's Estimate of $5,100.00. Listed below is an estimate of the total estimated cost of providing these landscaping maintenance services from 7-1-90 to 6-30-91, based upon the actual low bid price. Maintenance Contract $ 6,592.00 Incidental Costs (Assessment engineering, publishing and recording fees, inspection by Department of Parks, Recreation & Community Services, and advertising for bids) $ 2,908.00 TOTAL ESTIMATED ANNUAL COST $ 9,500.00 The Notice to Proceed will be effective on July I, 1990. The contract wi 11 be in effect unti 1 June 30, 1991, subject to two one-year extensions by mutual consent. Fundi ng for the costs incurred on thi s project wi 11 be provi ded pursuant to Resolution No. 82-159, adopted on April 19, 1982, which orders the installation and maintenance of the landscaping. The landscaping was installed under a previous contract. Costs for maintenance will be pre-funded by the City, as set forth in the Resolution of Intention (Resolution No. 82-120), and the amount reimbursed through assessment levied on all parcels within the district for the following fiscal year. Inspection of the maintenance effort will be provided by the Department of Parks, Recreation and Community Services. We recommend that a contract be awarded to the low bidder. RESOLUTION OF THE CITY OF SAN BERNARDINO AWARDING A CONTRACT TO MENTONE TURF SUPPLY FOR MAINTENANCE OF LANDSCAPING IN PORTIONS OF 16TH STREET, BETWEEN MUSCOTT STREET AND CALIFORNIA STREET. BE IT RESOLVED BY THE MAYOR AND COMMON COUNCIL OF THE CITY OF SAN BERNARDINO AS FOLLOWS: SECTION 1. Mentone Turf Supply is determi ned to be the lowest responsible bidder for construction of a public 8 project, to-wit: Maintenance of landscaping in portions of 16th 9 10 11 12 13 14 15 16 17 18 19 20 21 Street, between Muscott Street and California Street, Assessment District No. 953, in accordance with Plan No. 6177 (1990-91l, for the total amount of $6,592.00,for the Basic Bid and Supplemental Bid, a contract is awarded to said bidder accordingly, but such award shall be effective only upon the contract being fully executed by the parties; all other bids therefor are hereby rejected; and the Mayor is hereby authorized and directed to execute said contract on behalf of the City; a copy of the contract is attached hereto, marked Exhibit "A" and incorporated herein by reference as fully as though set forth at length. SECTION 2. This contract and any amendments or modifications thereto shall not take effect or become operative 22 until fully signed and executed by the parties and no party 23 shall be obligated hereunder until the time of such full 24 execution.
