STAFF REPORT
A BOuse is under construction at 5060 Sepulveda Avenue.
The plans ~~that were submitted and approved showed the house
being connected to the sewer system. However, the developer
later acquired a permit for installing a septic tank.
There is an existing sewer manhole in the intersection
of Sepulveda Avenue and 50th Street. Sewer service could be
provided to this house by installation of a sewer main in
Sepulveda Avenue. The extension of this sewer line would cross
a large San Bernardino Valley Municipal Water District line, as
shown on the attached map. Crossing this water line should not
present any unusual problems, since there is at least 8 feet of
cover.
Section B-1 of Ordinance No. MC-663, allows the Mayor
and Council to approve a sewer connection waiver, whenever a
proposed single family development is on a lot larger than 1/2
acre and a natural obstruction prevents the practical extension
of the sewer main to the new residence. ~
The area of the lot is 16,483.5 sq. feet, which is leap
than 1/2 acre. Also, there are no obstructions that would pre-
clude the practical extension of the sewer system.
Since the criteria for a waiver is not satisfied, we
feel that the request must necessarily be denied. The applicant
has requested that this matter be heard at 3:00 p.m.
URGENCY CLAUSE:
Several residents in the area have expressed concern over the
fact that this house is not connected to the sewer system.
Since the house is under construction, a decision needs to be
made as soon as possible.

this is a home for our clients, Mr. & Mrs. John Be.c~j at the
above address. We obtained a per.it for a septic tank and
seepage pit from the Dept. of Bldg. & Safety, the .eptic
system was installed, inspected by Bldg. & Safety and
covered.
I have recently learned of an ordinance requiring hook-up to
the sewer system if the property is within 300 ft. However,
we did act upon being given a septic tank permit. I have
learned we need to go before the City Council on this matter.
It has also been brought to my attention that there is a
sizeable water main at Sepulveda, which would be a major
obstruction for any sewer extension.
The size of Mr. & Mrs. Beach lot is 110' x 149.85', and
as I understand, you need this information. I also
understand that it is necessary to go before the City Council
in asking for a waiver. I would like to request an
appointment on the supplemental agenda for June 4, 1990, at
approximately 3PM.
