STAFF REPORT
During the replacement of the fuel dispenser pipelines
at the fueling station in the City Yard, contaminated soil was
encountered. The contamination was caused by the leakage of
diesel fuel from the existing fuel lines, running from the
storage tanks to the dispensers.
The County Department of Environmental Health directed
the excavation of all soil, contaminated to levels greater than
10 ppm, which could be accessed without the removal of the
storage tanks or the overhead canopy. This resulted in the
excavation and stockpiling of 540 tons of contaminated material.
Three price quotes were received for treatment or
disposal of the contaminated soil. U. s. Waste Thermal
Processing presented the lowest price of $115.00 per ton. Their
newly developed process incinerates the contaminants, resulting
in sterile, usable dirt. The great advantage this system has,
over hauling to a landfill site, is that the City's long term
liability for the contaminated soil would be eliminated.
The proposed Agreement provides that u.s. Waste Thermal
Processing will set up their soil clearing equipment at the City
Yards and treat the stockpiled contaminated soil. The fee to
U.S. Waste Thermal Processing will be $62,100.00, for the 540
tons.
Funds to finance the cost for services to be provided
under this Agreement will be charged to Account No. 634-311-
56304.
We recommend that the Agreement be approved.
