design services in connection with the construction of a
parking structure in Central City Parking District Lot No.2.

STAFF REPORT
The need for additional parking in the Central Business
District has been extensively studied and discussed over the
past several years. This situation will be exacerbated in the
near future by the loss of the temporary lot north of City Hall.
Construction of a parking structure in Central City
Parking Lot No. 2 will alleviate the shortage created by the
loss of this lot, promote development of this block and
alleviate the parking problems in connection with the Police
Station. Therefore, it is recommended that authorization be
granted to issue Request for Proposals to Architectural/
Engineering Consulting Firms that have experience in designing
parking structures.

The preliminary estimate of cost for constructing a
parking structure of this size is $8,000,000. Preparation of
plans, specifications and estimate, and reviewing construction,
is anticipated to cost about $400,000 (5% of construction cost).
We anticipate that the Request for Proposals will
specify that the services be done in two phases, with the first
being a conceptual study. This study would review the size,
number of levels, parking spaces provided, merits of ramp versus
flat slab design, and architectural treatment. After this study
is approved by the Mayor and Council, the Consultant will be
authorized to proceed with preparation of working drawings.
