Synopsis of Previous Council action:
04-06-87 --Resolution No. 87-114 adopted declaring benefit to
all properties within district boundary.
05-11-87 --Resolution No. 87-139 adopted determining public in-
terest, convenience and necessity require the
formation of an assessment district for maintenance.
03-20-89 --Resolution No. 89-81 adopted expanding boundaries of
district.
06-19-89 --Resolution No. 89-196 adopted awarding a contract to
MacKenzie Landscape for the low bid price of $4,370,
for the Basic Bid and Supplemental Items.
Recommended motion:
1. That all bids received on 5-1-90, for maintenance of
landscaping in portions of Piedmont Drive and Citrus Street,
within Assessment District No. 982, in accordance with Plan
No. 7384 (1990-91), be rejected; and Contract Change Order
No. One to the contract with MacKenzie Landscape be approved,
to extend the term of the contract for one year and adjust
the Basic Bid Price from $3,572.00 to $4,800.00.

Bids for the maintenance of landscaping in portions of
Piedmont Drive and Citrus Street, Assessment District No. 982,
were opened at 2:00 p.m., Tuesday, 5-1-90.
A total of two bids were received, in the amounts of
$7,283.00 and $8,012.50. The low bid of $7,283.00 is 180% over
the Engineer's Estimate of $2,600.00.
The present contract with MacKenzie Landscape provides
for two one-year extensions, by mutual consent. MacKenzie
Landl>cape has agreed for an extension of the contract for one
year, subject to the Contract TOTAL BASIC BID price being
adjusted from $3,572.00 to $4,800.00. There will be no ad-
justment of the contract unit prices for the Supplemental Items.
Listed below is an estimate of the total estimated cost
of providing these landscape maintenance services, from 7-1-90
to 6-30-91, based upon the contract BASIC BID PRICE, as ad-
justed by Contract Change Order No. One.

Funding of the costs incurred for maintenance of the
landscaping will be provided pursuant to Resolution No. 87-114,
adopted on 4-6-87, which orders the maintenance of the
landscaping installed by the subdivider. Formation of an
assessment district for maintenance of landscaping was a
condition of approval for Tract No. 13329. This district was
expanded by Resolution No. 89-81, adopted on 3-20-89, to include
Tract No. 13470.
Costs for maintenance of this landscaping will be
up fronted by the City, as set forth in the Resolution of In-
tention (87-139). These costs will be reimbursed with interest,
through assessments levied on all parcels wi thin the area of
benefit.

Inspection of the Contractor's work will be provided by
the Department of Parks, Recreation and Community Services.
The low bid is considerably over the estimated cost.
This appears to be a result of the estimate not fully taking
into account the remoteness of the site and required travel
time.
The present Contractor did not submit a bid, but has
agreed to an extension of one year, on the basis that the TOTAL
BASIC BID be adjusted to $4,800. Since the adjusted amount is
considerably less than the low bid price, we recommend that all
bids be rejected and contract Change Order No. One be approved.
