Staff Report
Subject:
A resolution authorizing the execution of a purchase order to McCray Enterprises of San
Bernardino for the refurbishing of two (2) automated refuse trucks, complete with new
Labrie Automizer refuse bodies, to be utilized by the Refuse Division.
Background:
The Public Services Department Refuse Division is proposing to remodel two Amrep
Refuse trucks rather than replace these two units for a savings of $175,671.10. Units
#141 and #170 are 1995 Peterbilt chassis with 75,000 miles. Due mainly to body
related failures these chassis have relatively low miles. In an effort to extend the life of
the City's investment, Fleet staff is requesting to refurbish both units with new refuse
bodies.
Fleet staff has negotiated with McCray Enterprises of San Bernardino for the complete
refurbishing of these units to include: complete engine overhaul; transmission overhaul;
removal of old Amrep refuse body; rail transportation to and from Labrie Factory in
Quebec, Canada; purchase and installation of a new Labrie Automizer refuse body;
purchase and installation of Diesel Particulate Filters per California Air Resources Board
(CARB) mandates and repaint of the cab and frame rails.
This project will take approximately ninety (90) days to complete, and will add
approximately four (4) years to the life of the units at substantially less cost than the
purchase of new alternative fuel trucks. The cost to refurbish each unit is $186,299.84
for a total of $372,599.68 including tax. Staff is requesting Council action to
appropriate $372,600.00 from the unappropriated Refuse Fund balance for this
expenditure.
The Refuse Division currently operates twenty-eight (28) Labrie Automizer refuse trucks
purchased from Arata Equipment of San Carlos, California, the Regional dealer for
Labrie equipment. There are no local dealers for this particular equipment. Fleet staff
has found it to be more cost effective to standardize types of vehicles and equipment for
better operational economy. Therefore, fewer brands of parts must be stocked and
mechanic training is specialized and more thorough.
Financial Impact:
Funds for this purchase are available in FY 2005/2006 Account No. 527-412-5173
Outside Vehicle Maintenance.
There is $372,600.00 available in the unappropriated Refuse Fund balance.
Recommendation:
1.) Adopt resolution.
2.) Authorize the Director of Finance to amend the FY 05/06 Refuse budget to
appropriate $372,600.00 from the unappropriated Refuse Fund balance into 527-
412-5173 Outside Vehicle Maintenance.

BE IT RESOLVED BY THE MAYOR AND COMMON COUNCIL OF THE CITY
OF SAN BERNARDINO AS FOLLOWS:
SECTION 1. That McCray Enterprises offered a negotiated price for the
complete refurbishing of two (2) automated refuse trucks complete with new Labrie
Automizer refuse bodies in the total amount of $372,599.68. Pursuant to this
determination, the Purchasing Manager is hereby authorized to issue a purchase order
to McCray Enterprises in the amount of $372,599.68.
SECTION 2. The Purchase Order shall reference this Resolution No.2006-_
and shall read, not to exceed $372,599.68 and shall incorporate the terms and
conditions of the purchase order.
SECTION 3. The authorization to execute the above referenced Purchase
Order is rescinded if not issued within sixty (60) days of the passage of this resolution.

and ease maintenance.

HYDRAUUCS CONTINUED:
· Main pressure line from pump to control valve will be a 4 wire braided hose.
· Hydraulic over speed protection standard with electronic transmission.
ARM STANDARD FEATURES:
. Made of highly resistant steel plates, AS14, yield strength 100,000 p.s.i.
· Proximity switches control the cushioning of the boom's cylinders.
· All cylinder rods are chrome plated.
· A self-leveling linkage keeps the grab and bin level throughout
the full movement of the outer boom.
· Activated by a single hydraulic cylinder, the grab clamp unit is made of
three gripping clamps to ensure container friendly operation and avoid damage
to carts. It can accept almost all types of containers from 32 to 95 US gal.
· Maximum lifting capacity: 1,000 Ibs. @ minimum reach and 600 Ibs. @ maximum
· Horizontal reach: maximum 144", minimum 0".
. Vertical dump maximum height (without bin) above frame height: 108".
· Arm weight: 1,850 Ibs.
. Average cycle time: to pick a bin, dump it and return it to its initial
position: minimum reach - 6 seconds, maximum reach 10 seconds.
OTHER FEATURES AND BENEFITS:
· Labrie 29-yard capacity "Automizer" Side loading Refuse Body for use
with your three axle chassis. (recommended wheelbase of 222") We are
assuming that your existing cab and chassis will be suitable to mount the Labrie
Automizer body. We have not figured any additional fees in this Quotation for
modification to either lengthen or shorten the chassis. Upon arrival of your truck
at the Labrie facilities, this item will be analyzed and we will advise at that time if
any modifications need to be made.
· Unit to include low "RPM" Hydraulics operated by a front mounted pump.
· One section for exclusive for the arm, the other for the body hydraulics
(hoist, packer, and tailgate). Unit to include over-speed protection.
· Body shell to be tapered for ease of unloading material.
· Hopper to be fully enclosed with curbside access door with ladder.

PRlONG:
In regard to the base pridng for the Labrie Automizer, these units will be priced at
$88,500.00 F.O.B. your yard with the previously listed equipment and features. We do
have a line item following under the options that addresses the freight from your facilities
to the factory and return.
This base price does not include upcharge options that will be listed on the next few
pages.
